2.4. Pre-lodgement discussions
A formal pre-lodgement meeting was held with the appplicant’s consultant and the property
owner on 5 July 2018. The discussions focussed on the primary planning issues to be assessed
including flooding, stormwater management, car parking, preferred built form and landscaping.
The plans provided for the pre-lodgement were significantly different to the plans submitted with
the application. The pre-lodgement plans provided one crossover to Opal Street and also
included access to the site from Diamond Lane. The arrangement of buildings and car parking
was also significantly different.
Prior to the application being lodged the applicant’s consulting engineer contacted Council’s
Coordinator Development Engineering to discuss some changed plans. Consequently, it was
suggested to the applicant that a further pre-lodgement be held due to concerns identified with
the changed plans. The applicant did not pursue a further pre-lodgement meeting.
3.     ASSESSMENT
3.1. Instruments for Statutory Assessment

   South East Queensland Regional Plan;
   Planning Regulation 2017;
   The Noosa Plan.
3.2. State and Other Statutory Instruments
State Planning Policy
The Noosa Plan is generally consistent with the State Planning Policy July 2017 (SPP) and the
SPP raises no further issues relevant to the proposed development.
