PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
Figure 7 - Opal Street streetscape viewed from Elm Street
The applicant was advised of concern with the developments impact on the Opal Street
streetscape in the pre-lodgement notes and by email on 13 December 2018 during the
Information Request period. This advice included:
Whilst the mobile library no longer uses the site and proposed use of this area for the purpose of
car parking should also seek to enhance the streetscape through landscaping.
The western egress is not supported due to concerns of the impacts of two crossovers within
close proximity of each other on this narrow frontage to Opal Street, vegetation loss and the
resultant impact on the streetscape.
The removal of the street trees to the front of shops 7 and 8 (detailed as coffee and florist on the
plans) is not supported. Amended plans will need to identify the location of these trees and
include a barrier to protect these trees from vehicles, the area to the front of the trees may be
able to be used for scooter parking
In responding to the Information Request the applicant did not amend the proposal plans and
retained the second crossover to the western end of Opal Street.
The applicant was advised that the proposed works within the Opal Street frontage were not
supported as they are not consistent with the Overall Outcomes for the locality and did not
respect the existing or preferred streetscape character. Consequently the application was
amended to delete the second crossover. The amended plans also resulted in a reduction in car
parking provided onsite, the deletion of the upper level dwelling units, the addition of egress for
medium rigid vehicles (deliveries) from the site onto Diamond Lane and increased landscaping
on site. The amended plans were required to be re-referred to SARA. Whilst the amended layout
is generally supported the proposed works associated with proposed scooter bays 1 – 5 and car
park 24 will adversely impact on the existing street trees. Accordingly, it is recommended that the
parking arrangement in the road reserve be modified to 4 car spaces and 4 scooter spaces only
to ensure that no works are carried out within the tree protection zones.
