PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
With regards to the character of the proposed built form the Information Request included a
request that the plans be reviewed by Council’s preferred architect. The applicant was not
agreeable to this request stating…
The applicant does not support Council’s preferred architect (nrco- lab from Brisbane) reviewing
the plans at the applicant’s expense, but rather be reviewed by the local community during public
notification and local elected officials at a full Council meeting as part of the development
assessment process.
It is noted that the current application for the development on the old Energex site was reviewed
by Council’s preferred architect prior to the Information request and has resulted in a number of
positive design changes.
Renders of the originally proposed development were provided which enabled a better
understanding of the developments appearance. A number of effects were used in the renders to
mask and soften the appearance of the development in a manner that is either not practical or
exaggerates a landscaping outcome. The effects particularly relate to the floral dressing to the
verandas and the extent of landscaping adjacent to Diamond Lane. The renders demonstrate
that some elements of the development accord with the preferred character outcome, particularly
the awnings and above awning façade treatment that are reflective of the existing built form in
Cooroy.
Some of the built form concerns were addressed in the amended plans, noting that updated
renders were not provided when the application was amended. However, the absence of suitable
articulation and variation of materials and colours to the northern elevation remains of concern. It
is also noted that there is limited opportunity for landscaping adjacent to this elevation, given
future laneway widening requirements
