PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
The bulky appearance of the proposed Multiple Housing development is not appropriate and
likely to significantly impact on the visual amenity of the site currently enjoyed by users of Edgar
Bennett Avenue road reserve and the public footpath. In particular, the buildings, access
driveway and carparks intrude into the boundary setbacks requiring substantial earthworks and
clearing to construct the development. Additionally, the proposed Detached House on Lot 2 and
Multiple Housings Units 1 and 2, being 3 storeys and 12m high, are not considered to be
respective the scale and character of the neighbouring development in Attunga Heights.
The application has attracted a considerable number of public submissions, all opposed to the
development, which have raised generally valid grounds, supported by the Noosa Plan
provisions, as reflected in the assessment of this application.
A review of the application against the draft Noosa Plan provisions concludes that the proposed
development would conflict with the draft outcomes sought. Most significantly, the proposed
changes consolidate development to the south west corner of the site only reflective of the
significant natural constraints on the site and with any development limited to a maximum
building height of 8m and 2 storeys (i.e. consistent with Attunga Heights).
In conclusion, the development as proposed does not meet a substantial number of outcomes
sought by The Noosa Plan, and as such the development is considered not appropriate,
impacting significantly on the site’s environmental values. On this basis the proposed
development is recommend for refusal as a result of direct conflict with a substantial number of
Noosa Plan provisions.
