PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JULY 2017
Primary considerations for undertaking the review of the Stormwater network for the LGIP were
briefly discussed at the LGIP workshop held on 19 January 2017 which proposed:
discontinuation of the current PIP’s Riparian Works category in order to align with “trunk”
infrastructure items within the “Statutory Guideline 03/14 Appendix B – Indicative trunk
infrastructure land or works” ; and
the PFTI future works be limited to specific projects.
Notably, the riparian works of the current PIP was primarily based on a weeding program budget
by the Environmental branch at that time. This type of work no longer constitutes “trunk”
infrastructure that is supported by detailed planning under current LGIP requirements.
The following sections provide information on the statutory guideline requirements and the
proposed Plans for Trunk Infrastructure for the existing network and the future trunk infrastructure
land and works in relation to Stormwater.
2. Plans for Trunk Infrastructure (PFTI)
The Plans for Trunk Infrastructure (PFTI) must identify the trunk infrastructure that the local
government considers necessary to service at least the projected urban development inside the
Priority Infrastructure Area (PIA) at the DSS. This does not prevent planning beyond the time
horizon of the PIA and identifying trunk infrastructure outside the PIA.
The PFTI section of the LGIP comprises PFTI maps and Schedules of Works (SOW) table for
each trunk infrastructure network. It also consists of a SOW model being an excel based
spreadsheet prepared in accordance with SOW User Manual included in Appendix C of the
Statutory Guideline.
i. Plans for Trunk Infrastructure (PFTI) Maps
Guideline requirements
These maps must separately identify the:
existing and future trunk infrastructure network;
future trunk infrastructure labelled with a unique map reference to cross reference to the
schedule of works (SOW) table; and
service catchments being the areas for which the network demand projections are stated in
the planning assumptions reflecting the unique servicing patterns for the network.
Draft PFTI Maps provided for Council’s review
The new LGIP PFTI maps proposed for the Stormwater network are provided in Attachment 2.
These are provided in the same format as the PIA maps according to the planning scheme
localities. However, the intended network service catchments have been limited to the Priority
Infrastructure Area (PIA) area for this network since the SOW model’s demands are to be based
on impervious areas primarily relating to urban development. These PFTI maps show the:
existing “trunk” infrastructure items updated in accordance with the primary considerations
of review described in section 1 of this report; and
proposed future “trunk” infrastructure land and works identified for the Schedule of Works
(SOW) provided in Attachment 1 and detailed further in sub-section ii below.
ii. Schedule of Works (SOW) Table (for future works only)
Guideline requirements
The SOW table includes information derived from the “excel based” Schedule of Works Model
(refer following sub-section iii) and must state the following for each item of future trunk
infrastructure identified on the PFTI maps:
unique map reference to cross reference the item shown on the PFTI maps;
brief description of the item;
