       SPA definition of ‘establishment cost’.
Draft future trunk projects provided for Council’s review
At the current time, the future network stormwater master planning has not commenced,
however, in order to enable the updating of the current PIP to a LGIP within the timeframe
required, the methodology for determining the future trunk infrastructure items for the Stormwater
network has been undertaken by Council’s Infrastructure Planning and Design and Asset
Planning teams in accordance with the primary considerations of review described in above
section 1 of this report and as follows:
 existing stormwater network items have been reviewed to align with Statutory Guideline
       03/04 Appendix B – Indicative trunk and non-trunk infrastructure;
 based on stormwater service catchments limited to the Priority Infrastructure Area (PIA)
       relating to urban development;
     future trunk stormwater projects;
       o to rectify current staff known deficiencies of a priority nature and contained in Council’s
           5 year Capital Works Program to 2021; and
       o proposals under currently available Stormwater/Flood management and/or mitigation
          plans or reports.
The future “trunk” projects is provided in Attachment 1 for Council’s review and endorsement
and details the:
   project ID that is linked to and shown on the PFTI maps;
   location and project description of the future works;
   planning basis for the future works;
 estimated timing for provision of the proposed future works based on:
     o projects already completed as listed in the 2014-2016 time cohort;
       o projects allocated to the 2016-2021 time period aligned with Council’s 5 year Cap X
             program; and
        o the remaining future projects allocated to the later time cohorts 2021-2026 and 2026-
             2031 as considered appropriate for when the works may be required and on an
             acceptable budget cost allocation per year. Council does not currently have a 10 year
             or longer term Cap X program available as this is also currently being developed.
 base cost estimate with the basis/supporting information on which the estimate has been
        derived.
This will provide the basis for formalising the SOW Table required for the LGIP however the costs
will be further refined following completion of the excel SOW model as briefly explained in section
iii below.
The final draft LGIP will be provided for Council’s review and approval prior to proceeding to the
State review.
iii. Schedule of Works (SOW) Model
The SOW model is an excel based spreadsheet model that must be prepared in accordance with
the SOW User Manual included in Appendix C of the Statutory Guideline. The State Department
of Infrastructure, Local Government and Planning has provided the model for local government
use in the preparation of the LGIP.
