PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JULY 2017
Application No Applicant Application Details Fees & Charges Fee proposed
Policy
OPW16/0235 Adams & 8 Eenie Creek Rd $4,473 $2,530
Sparkes Noosaville
The applicant has requested consideration of a fee waiver as the fee calculated on the size of the site
seems unreasonable. The site is already developed and the proposed operational works are for only part
of the site. The proposed works area is less than 600m2 (and not the total site area of 1410m2).
Under the circumstances it is recommended that the base fee for an area of up to 1000m2 be applied as it
covers the area of the works.

OPW17/0016 Noosa Council Prescribed Tidal Works $1,739 Nil
for Oyster Reef
Restoration
The Oyster Reef Restoration Project is for the benefit of the Noosa community and is subject to a 50%
reduction of the application fee as defined in Council’s Schedule of Fees & Charges.
Due to the nature of the project and the potential environmental benefits to the river it is recommended the
50% balance of the application fee also be waived.

Policy
MCU17/0005 Hope Central 113 Marara Street $59,523 $5,421
Church Limited Cooroy
The application is for the establishment of 3 Paintball fields on the Church site at Cooroy. The application
is defined as Entertainment and Dining business under The Noosa Plan and is an inconsistent use. Under
the fees and charges policy this use attracts a fee based on floor area being typically for gyms, dance
studio etc. Given the proposed use is outdoor based using approximately hectare of land, the more
appropriate fee to apply is the Open Space type 1 use being based on site area. Further, while the use is
identified is inconsistent for the site, the site is located well away from residential uses, adjacent the
railway line, is proposed to operate on a part time basis and is likely to require minimal assessment.
Therefore the multiplier fee is not appropriate.

Policy
REC17/0004 D & F Millington Lot reconfiguration – $3,718 $2,764
Access easement
The proposal involves the creation of access easements through two properties to create an all-weather
access for the property owner without impact on adjacent properties. The scheduled fee for an Easement
Application is $3,718 and is more than the fee for a 2 lot subdivision which equates to $1,382 x 2. It is
agreed that based on the extent of likely work required to be undertaken in assessing the application a fee
of $2,764 is appropriate.
