PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JULY 2017
Application No Applicant Application Details Fees & Charges Fee proposed
Policy
MCU17/0020 Martoo Animal Husbandry Type $62,535 $15,634
Consulting on 2 (Aquaculture)
behalf of client
The proposal is to expand an existing aquaculture business by including an additional tenancy at another
location. The use is impact assessable and subject to a fee multiplier of x3 being an inconsistent use in
the industrial area. The request for the reduction of the fee by removing the multiplier and allowing a 25%
discount for the use in an existing building is supported. This approach is consistent with the existing
aquaculture business previously approved in the industrial area.

Restaurant
The applicant is proposing to intensify the use of the tenancy which has operated as a general store/café
for many years. This will include indoor and outdoor dining but still small scale in the nature of the
operation and will not trade after 6pm.
Under the circumstances it is recommended to reduce the fee to the basic impact assessable fee and
include a discount of 25% for the proposed use being in an existing building. The x 3 multiplier for an
inconsistent use has also been waived as the proposed fee of $4,136 is considered to be in accordance
with the amount of assessment required.

MCU17/0035 Noosa Council Noosa North Shore $38,952 $9,738
Campground
Council has engaged Martoo Consulting to prepare a MCU application for the campground refurbishment
project and Council’s Property Advisor has requested a reduction in the fee.
The application is triggered by the inclusion of an additional lot which encroaches across the property
boundary to encompass the campground and to ratify a historic camping area with existing use rights for
200 campsites, stemming from a 1996 State lease.
The additional lot is proposed to contain 12 campsites and a fee for 12 sites, being $2,292, is suggested
as the appropriate fee by the officer.
The assessment of the application covers the repurposing of the whole campground not specifically the
12 sites; therefore a more appropriate fee of $9,738 is applicable in this instance. This is calculated by
the total number of campsites including a 25% discount in recognition of the existing use and waiving the
x 3 multiplier for an inconsistent use.
