Policy
OPW16/0069 TOD Noosa on 3 Emerald St Cooroy $871 Nil
behalf of IGA (IGA) – Roadworks
The proposal is to remove some overpour from the building foundations and to relay the paving in the
footpath area in front of the building at a more suitable crossfall grade. The works have been instigated by
the owner of the IGA and will be undertaken and paid for by the owner. Under the circumstances it is
recommended to waive the application fee, given the benefits to the community.

The proposal is to apply to extend an existing visitor accommodation (Flashpackers) over an adjoining
site. The adjoining site is zoned Detached Housing and visitor accommodation is not identified as a
consistent use for the site under The Noosa Plan.
The proposal will require significant assessment, and is likely to result in submissions being made against
the proposal. The applicant will also need to demonstrate the need for more visitor accommodation and
that noise will be appropriately mitigated.
The fees for Visitor Accommodation Type 4 Conventional will be as per the Schedule of Fees & Charges
including a 25% reduction for the application in existing buildings with a multiplier of 3 imposed for an
inconsistent use.
It is recommended therefore that a fee waiver cannot be considered.
Previous Council Consideration
The fees and charges for development applications for the 2016/17 year were adopted by
Council at a Special Meeting on 29 June 2016.
Finance & Risk
The agreed variations to the development applications while reasonably significant (amounting to
$144,770) are considered appropriate and relative to the extent of work anticipated in the
assessment and had no significant impact on the budget for 2016-17.
