RFI - Attachment 4B - Flora and Fauna Assessment Rev 5
Native Foresters
Vegetation in the survey area is mapped as ‘Least concern’ Regional Ecosystem (RE) 12.3.13 -
Closed heathland on seasonally waterlogged alluvial plains usually near the coast, and
‘Endangered’ RE 12.5.3 - Scribbly gum (Eucalyptus racemosa subsp. racemosa) woodland on
remnant Tertiary surfaces.
Topography across the survey area is approximately 10 metres above sea level and is generally
flat with small depressions and drainage lines that run in a northerly direction. A larger drainage
line and constructed sediment basin lie on the western side of the survey site.
Existing impacts on the site include:
i) Historical clearing for access tracks/rural land uses;
ii) Modification of drainage lines;
iii) Adjacent industrial uses (landfill and depot) – litter incursion;
iv) Ongoing slashing and maintenance along two sides;
v) Presence of weed/non-native species including Singapore Daisy (Sphagneticola
trilobata), Camphor laurel (Cinnamomum camphora), Lantana (Lantana spp.), and
Setaria Grass (Setaria sphacelata);
vi) Edge effects (increased light, wind, dust and noise) along three boundary lines;
1.3 Legislative requirements
To evaluate the habitat values on the site for State and Commonwealth listed flora and fauna
species the following legislation was reviewed:
Commonwealth:
• Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act)
State:
• Nature Conservation Act 1992 (NC Act)
o Nature Conservation (Animals) Regulation 2020
o Nature Conservation (Plants) Regulation 2020
• Nature Conservation (Koala) Conservation Plan 2017
o Nature Conservation and Other Legislation (Koala Protection) Amendment
Regulation
o Supported Infrastructure Koala Policy 2017
• Planning Act 2016 and Planning Regulation 2017
• Vegetation Management Act 1999 (VMA)
