INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 22 JULY 2014
6th March 2014 - TAIT DUKE COTTAGE
That Council note the report by the Manager of Community Services and Coordinator, Sport and
Community Development to the Infrastructure & Services Committee dated 25 February 2014
and:
A. Agree that the preservation and enhancement of the heritage values and character of
Wallace Park, as well as parking limitations, necessitates Tait Duke Cottage’s removal from
Wallace Park;
B. Invite Expression of Interests (EOI) from Community Groups for the relocation and
utilisation of Tait Duke Cottage once Council has made a determination on the suitability of
the Earl Street site for the possible relocation of the Cottage;
C. Allocate funding of up to a fixed amount of $80,000 for the removal and relocation
(including transport, restumping, site surveys, and reconnection of services) of the Cottage
through the Heritage Levy subject to a successful EOI process; and
D. Request the Chief Executive Officer to write to Mr John Duke advising of Council’s
decision.
Finance & Risk
Funding
Council has agreed in principle to allocate funding of a fixed amount up to $80,000 for the
removal and relocation (including transport, restumping, site surveys, and reconnection of
services) of the Cottage through the Heritage Levy subject to a satisfactory EOI.
As part of their lease conditions United Synergies Ltd and the Rotary Club of Noosa Heads
Queensland Incorporated will be required to finalise the renovation of the Cottage.
Ongoing operational costs would be covered by available small grants and hire income.
Risk
As neither the Rotary Club of Noosa Heads Queensland Incorporated nor United Synergies Ltd
currently has the funding to finish renovation of the Cottage a risk is that the organisations will not
be able to source funding required to renovate the Cottage to the required standard. However
both are fully committed to working together with the wider Noosa community to restore the
Cottage and also seek available grant funding in conjunction with support from local businesses
to enable renovation.
Given the substantial track record of both organisations it is deemed that there is less risk of the
project not being completed, than of the building deteriorating to a derelict condition in its current
temporary location in Wallace Park.
Consultation
External Consultation - Community & Stakeholder
Consultation has been undertaken with Mr John Duke (who holds the power of attorney) over
Ms Esme Tait’s affairs.
