ORDINARY MEETING AGENDA 30 APRIL 2020

Further consideration may also be given to the availability of alternative parking specifically for
this site and its staff and or patrons.
This application is for the entire site at 24 Venture Drive, there are no other tenancies that are
operating, or parking spaces shared with other uses. It is reasonable to expect that the
availability directly in front of 24 Venture Drive of 2 on street parking spaces could be
accredited in car parking allocation for this proposed use.
We would ask council to consider this and grant a maximum population of patrons / staff on
      site of 29 persons.
All existing gym members in other gyms currently require using a swipe card, swipe tag etc to
gain access to their gym when working out. This allows management to understand when and
who is working out in the gym. It is also used to correlate with CCTV that is installed at the
entrance so that sign in, correlates with a video image, again for added safety and security.
To ensure that maximum attendance numbers are capped to meet car parking requirements,
the current system in allowing entry would be modified by readily available systems that exist
      which require the following procedure:
      a. Booking on line through an APP you gym session time for the week – 1 hour slots
      b. When each booking is made you are issued with a QR Code for that session that you
scan and allows you entry into the gym. Access to the gym cannot occur without scanning
            a QR Code.
      c. CCTV is still in place that ensures that only one person enters with each code scanned.
      d. Onsite management will also be in place from 7am – 10am and 3.00pm – 6.30pm to also
ensure that maximum numbers are not exceeded by possible persons following in
            another member.
      e. The system is simple to use and is one that a range of proprietary applications exist that
require minor modification to suit this application.
            https://www.trybooking.com/info/trybooking-scanning-app
This type of app and system is similar to what hotels currently use in allowing guests access
to their rooms or areas of the property, it can be specific in time and areas of access. Its
adaptation to using for the fitness industry is not complicated and can be achieved with minimal
      coding and software installation.
It is generally preferred and intended for traditional 24 hour open access gyms to be located within
business centres with shared car parking arrangements. Considering the presence of a mix of uses
and consequent varied peak parking demand times, centres typically provide suitable overflow car
parking for gyms and other uses to co-locate. Furthermore, centres have direct access to public
transport and other supporting services.
The applicant’s proposed calculation of total use area is not consistent with the planning scheme’s
definition with walkway areas between individual equipment areas also required to be included for
the purpose of calculating total use area. Further, the applicant’s calculation of the maximum number
of gym patrons permissible utilising Council’s traffic consulting engineer’s rate of 0.8 parking space
per member also relies on 2 street car parking spaces. This is not supported as these parking spaces
should be maintained for any overflow parking, given Council’s traffic consulting engineer’s rate is
based on an average demand for parking, assumes some patrons will travel together and does not
address potential overlap of patrons.
The proposed booking system is also not currently utilised by the gym at its existing location in Noosa
Business Centre, there are no known gyms that operate in this manner and concern is raised that it
may not be able to be suitably implemented and may be difficult to enforce.
