ORDINARY MEETING AGENDA 30 APRIL 2020
Bicycle Parking and End of trip facilities
Probable Solution S31.2 of the Business Uses Code requires 16 bicycle parking spaces to be
provided on site. The proposal includes 15 bicycle parking spaces at the front of the building, 2
shower cubicles and a minimum of 8 lockers.
Given the proposal seeks to limit the number of patrons and staff on site at any one time, it is
considered reasonable to reduce the required number of bicycle parking spaces from 16 down to a
minimum of 5. This is considered appropriate for the number of patrons or staff likely to travel to the
site by bicycle and in relation to the number of patrons or staff that are not provided with an on site
vehicle space, as follows:
Max. 27 patrons/staff – 22 spaces on site (18 car + 4 motorcycle/motor scooter)
= 5 bicycle parking spaces
4. DRAFT PLANNING SCHEME
With regards to the draft planning scheme, the subject site is identified within the Venture Drive
Enterprise Precinct. The proposed Indoor sport and recreation use is identified as a consistent use
within the Venture Drive Enterprise Precinct and would require code assessment against the
planning scheme.
The intent of the Venture Drive Enterprise Precinct is to provide for development that may include
some Theatre uses (filmmaking studio or music recording studio) and Sport and Recreation uses
where adverse off-site impacts are avoided and the use is compatible with surrounding industry uses
and does not compromise the ongoing operation and viability of industry activities nearby and with
the medium impact industry zone.
The Driveways and Parking Code specifies minimum parking of one space per 20m 2 gross floor
area, consistent with the current planning scheme’s car parking rate.
5. CONSULTATION
5.1. Other Referrals
The application was forwarded to the following internal Council officers:
Development Engineer, Development Assessment
The application was forwarded to the following external consultants:
Traffic Engineer
5.2. Public Notification
The application was publicly notified for 15 business days in accordance with the Planning Act 2016.
No properly made submissions were received.
6. CONCLUSION & REASONS FOR DECISION
The proposed gym is contrary to the Noosa Plan outcomes sought for the Noosaville industrial area,
and the applicant has not demonstrated any planning grounds for the gym to locate in the industrial
area, given they are currently well located in the Noosa Business Centre. The applicant is proposing
to relocate to the industrial area due to cheaper leasing arrangements which the Planning Act 2016
specifically excludes as being a relevant matter for the assessment of impact assessable
applications.
Notwithstanding this, Council has issued a number of development approvals for gyms and the like
in the Noosaville industrial area under the current planning scheme and has specifically identified
this part of the industrial area under the draft planning scheme as being suitable for a range of
commercial uses, including gyms.
