SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 NOVEMBER 2016

3. Summary

The Capital Works Programme has increased momentum over the past month and will continue to
increase in the delivery phase of the projects. The programme will see the majority of projects
scheduled to be either completed or well underway prior to the end of June 2017. Council staff
have identified a need for more Design resources in delivering designs for the current and future
Capital Works Programme and approval for additional design staff is being sought via a separate
report to the Services & Organisation Committee meeting (refer to report titled ‘Design Services
Team Resourcing Arrangements’).

The table and graph below provides a breakdown of expenditure as at 28 October 2016.

 YTD Actual Expenditure $3,678,205
 Committed Expenditure $6,129,889
 Remaining Capital Expenditure $17,181,494
 Full Year Budgeted Expenditure $26,989,588

The Project Design & Delivery teams continue to remain focused on completing the majority of
projects by the end of the financial year. The current delivery including actuals and commitments
is at 36%.

It is considered good practice to have a Project Control Group overseeing the delivery of the capital
programme and receiving regular reports on progress from the project delivery team. It is therefore
recommended that such a Project Control Group be established which would include:
 A Councillor representative
 Director Planning & Infrastructure
 Director Corporate Services
 Director Community Services
 Asset Planning Coordinator
 CEO (optional)
