EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Planning & Infrastructure to the Services &
Organisation Committee Meeting dated 8 November 2016 and adopt the Transport Strategy Policy
provided at Attachment 1 to the report, for the purposes of community consultation.
REPORT
Council recently engaged with the Noosa community seeking feedback and ideas on the future
transportation challenges and solutions that face the community generally. Submissions were
received through a variety of means including:
Council’s Your Say Noosa portal;
Workshops held with key community organisation representatives; and
Pop up consultation kiosks.
Concurrently, independent consultants, Parsons Brinckerhoff, were engaged to provide advice on
contemporary global responses to transportation issues. They were also asked to provide input
into the establishment of a draft vision and strategy which Council could use alongside the
community’s feedback, to form the basis of a high level strategy for further detailed community
engagement.
As a result of this feedback, a draft strategy has been developed which provides a high level
transport vision and mission, some key principles to provide guidance for Council staff when
considering transport related matters and some key outcomes that can be used as markers to
judge whether the implementation of transport initiatives has successfully met the future vision.
Following adoption of the policy, further work will be undertaken to develop a discussion paper,
similar to the New Planning Scheme discussion paper, that will be used to engage with the
community on a deeper level to identify specific actions for inclusion in a 5-Year Transport Action
Plan.
