The proposed minimum 13 m setback is considered appropriate for this site
based on the following:
The separation distance is calculated from the edge of the tree canopy
and some of the trees may require removal to facilitate the
development, thereby increasing the setback distance;
Construction of buildings will be in accordance with BAL-29 to
minimise potential impact from bushfire;
The proposed layout provides for a direct access route for evacuation
of the site to Resort Drive;
It is understood that the applicant is required to install eight (8) fire
hydrants as part of the development of this site and Precinct F (the
adjoining Lot 7). A bond of $189,000.00 is being held by Council for
this purpose;
Resort Drive will facilitate safe evacuation from the site if required, as
this road is bordered by the golf course to the west and leads away
from hazardous vegetation;
A bushfire management and evacuation plan has been prepared for
the site by Altum Constructions; and
A fire retardant hedge barrier is proposed along the southern
boundary of the site and will be maintained by the Body Corporate Site
Manager.
We consider bushfire prevention measures recommended in Section 7.0 of
this report to provide a level of protection to protect life and property on the
subject site.
7.0 RECOMMENDATIONS
We recommend the proposal be approved, in accordance with the proposed minimum 13m
separation distance. In addition we provide the following recommendations for the proposal:
The minimum 13m separation distance (Asset Protection Zones) described in
Section 6.2 of this report to be provided between structures and the canopy of
adjoining vegetation.
Asset Protection Zones are to be maintained to reduce fuel loads and prevent
regrowth of woody vegetation. In this manner adequate access for firefighting
purposes can be achieved.
Provision of fire hydrants on internal roads for access by firefighting services.
Landscaping is not to include plantings of eucalypt and other flammable species.
Plantings should generally involve local providence species with low fire risk. A
mowed grass buffer/setback between buildings and areas of vegetation is also
recommended.
Garden mulch applied in landscaped areas is to incorporate non-flammable material
such as pebbles or stone. Flammable mulch such as pine mulch or forest mulch is
not to be used, particularly within 5m of any structure.
