Noise Report 54 Boronia Road MCU17-0546
Allstar Metal Fabrication Environmental Noise Level Impact Assessment of Metal Fabrication Business, 54 Boronia Road, Cootharaba Page 9 of 17 Western Boundary The noise level reduction from 15 metres from the end of the Allstar Metal Fabrication building to the closest part of the western site boundary (approximately 50 metres distant) is 10.5 dB(A), with an adjustment of +5 dB(A) required for the fact that the southern part of the storage area at the western end of the Allstar Metal Fabrication building being open. This gives an overall noise level reduction to the closest part of the western site boundary of 5.5 dB(A). For the average source noise level measurements detailed in Table 2, these noise levels at the closest part of the western boundary of the subject site would be: 43.6 – 5.5 = 38 dB(A) LAeq,15min; 49.8 – 5.5 = 44 dB(A) LA1,15min; 45.8 – 5.5 = 40 dB(A) LA10,15min. For noise from Allstar Metal Fabrication to not be audible beyond the western boundary of the subject site the noise from Allstar Metal Fabrication must not exceed: 42 dB(A) LAeq,15min; 54 dB(A) LA1,15min; 44 dB(A) LA10,15min. As none of these noise levels are exceeded on the closest part of the western side boundary of the subject site, noise from Allstar Metal Fabrication complies with Noosa Plan section SC53.2 – noise from the business is not audible beyond the western site boundary. CONCLUSIONS Allstar Metal Fabrication operate from a detached building on the subject site at 54 Boronia Road, Cootharaba. They have operated from this site for approximately 5 years, during the daytime only, 6 days per week (Monday to Saturday), excluding Public Holidays. The Allstar Metal Fabrication building is blocked off at the eastern end with a shipping container, which is used for storage. At the western end of the Allstar Metal Fabrication building there is a storage area which includes a full height solid wall on the western side, but is open on the southern side (of the storage area). This southern opening is the access to the Allstar Metal Fabrication building. The consultant was engaged by Allstar Metal Fabrication to complete the required environmental noise assessment to accompany an application for a Home Based Business Type 3 (significant scale). A 7- day ambient noise assessment was conducted from monitoring location B, on the opposite side of the residence at 46 Boronia Road, in September 2017. In September 2017 source noise level measurements were also conducted inside the Allstar Metal Fabrication building approximately 5 metres from all of the noise sources to show that the source noise levels were obtained at a time when all primary noise sources were operating. On the same day a further source noise assessment was conducted from 15 metres to the east of the eastern end of the Allstar Metal Fabrication building. In March 2018 a further source noise assessment was conducted inside the Allstar Metal Fabrication building of the new guillotine and metal folding machine. The results of this additional source noise assessment clearly indicated that even the highest noise source for this new equipment (cutting 3 mm thick aluminium checker plate on the guillotine) was more than 10 dB(A) quieter than all of the other operations inside the Allstar Metal Fabrication building and, therefore, this new equipment does not have any additive effect to the calculated Allstar Metal Fabrication noise levels to the closest site boundaries. In accordance with Noosa Plan 2006 noise from the business must not be audible beyond the site boundaries, and to be inaudible noise from Allstar Metal Fabrications must be at least approximately 10 David Moore & Associates Pty Ltd Our reference: R17078/D3286/Rev.1/2.04.18
