Noise Report 54 Boronia Road MCU17-0546
Allstar Metal Fabrication Environmental Noise Level Impact Assessment of Metal Fabrication Business, 54 Boronia Road, Cootharaba Page 10 of 17 dB(A) less than the ambient noise levels (noise levels measured in the absence of any influence from Allstar Metal Fabrication). From monitoring location B these noise levels (ambient noise levels less 10 dB(A)) would be: 42 dB(A) LAeq,15min; 54 dB(A) LA1,15min; 44 dB(A) LA10,15min. The source noise levels measured 15 metres from the eastern end of the Allstar Metal Fabrication building were adjusted by separation distance to be equivalent to the closest eastern boundary of the subject site, resulting in the following source noise levels at the closest part of the eastern boundary: 29 dB(A) LAeq,15min; 35 dB(A) LA1,15min; 31 dB(A) LA10,15min. As all of the above source noise levels, at the closest boundary to the eastern end of the Allstar Metal Fabrication building, are less than the ambient noise levels less 10 dB(A), it is concluded that noise from Allstar Metal Fabrication would be inaudible at the closest eastern boundary and, therefore, comply with the requirements of the Noosa Plan. At the closest part of the western side boundary of the subject site to Allstar Metal Fabrication the source noise levels would be: 43.6 – 5.5 = 38 dB(A) LAeq,15min; 49.8 – 5.5 = 44 dB(A) LA1,15min; 45.8 – 5.5 = 40 dB(A) LA10,15min. As all of the above source noise levels, at the closest boundary to the western end of the Allstar Metal Fabrication building, are less than the ambient noise levels less 10 dB(A), it is concluded that noise from Allstar Metal Fabrication would be inaudible at the closest western boundary and, therefore, comply with the requirements of the Noosa Plan. On this basis noise from Allstar Metal Fabrication complies with the noise criteria at the closest boundaries to the Allstar Metal Fabrication building and, therefore, no further noise control measures are required. This is provided that the shipping container remains in place across the eastern end of the Allstar Metal Fabrication building. The introduction of a new guillotine and metal folding machine will result in any increase to the above noise levels and, as this new equipment is so much quieter than the equipment which it replaced, the overall effect of this new equipment will be to even further reduce any potential noise impact from AllStar Metal Fabrication. RECOMMENDATION It is recommended that, from an environmental noise perspective, Allstar Metal Fabrication be approved to operate during the daytime only, 0700 to 1800 hours, 6 days per week (Monday to Saturday) but excluding public holidays, from 54 Boronia Road, Cootharaba, with no further noise control measures required.
