Project Urban – 12332 19 March 2018 6.7 PLANNING SCHEME CONFLICTS The assessment of the proposed development against the Noosa Plan has determined that the only potential conflict with the planning scheme is with specific outcomes O188 and O189 of the Noosaville Locality Code. These specific outcomes relate to consistent and inconsistent uses within the Industrial Zone. In the circumstances, it is suggested that to the extent that there is any conflict with the planning scheme it is of minor or technical nature only. Despite this, the following are planning grounds that are sufficient to overcome any conflict: 1. The proposed carpark is for school use associated with the adjoining Good Shepherd Lutheran College. 2. The site, while zoned Industry, is an isolated land parcel, adjoining an existing school and somewhat separated from the surrounding industrial area. The proximity to Good Shepherd Lutheran College restricts the industrial usage of the site. 3. The use of the site for a school carpark will not detrimentally diminish the industrial land supply, given the existing restrictive nature of the site. 4. The proposed use as a carpark for the school provides an appropriate outcome for the site that complements the existing land use pattern.
