EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Libraries and Galleries Manager to the Infrastructure &
Services Committee Meeting dated 26 May 2015 and award Contract 1415T025 for the
Cooroy Library Coffee Service to United Synergies for an initial two (2) year period
commencing on 1 July 2015 (or nearest practical date to this) and expiring on 30 June 2017
with options for two extensions of up to one (1) year each.
REPORT
The purpose of this report is to provide Council with the outcome of the social procurement
tender for the Cooroy Library Coffee Service.
1. Background
The café was established in 2010 with the opening of the Cooroy Library. The purpose of the
cafe was to add value to customers’ library visits by providing hot refreshments within the
library, allowing members and visitors to stay longer. Additionally, the café was to provide an
opportunity for social enterprise either through training and work placement opportunities for
local people or through a small business opportunity for a local operator who was
experiencing disadvantage.
The café has had two operators since 2010. The last operators had to withdraw in late 2013
due to continuing ill health. With de-amalgamation imminent, Council library staff took over
management of the café until a new tender could be arranged.
2. Social Procurement
Community Services and Procurement staff have been discussing the concept of trialling
social procurement for Noosa Council. Social procurement is the delivery of social outcomes
through purchasing and procurement processes. The social benefits then have a flow-on
positive economic benefit within the community.
It was agreed through the leadership team to pilot the Cooroy Library Coffee Service as a
social procurement tender. Important to the pilot was utilising existing service requirements
and procurement processes to deliver an additional social benefit.
