We refer to Council’s Information Request dated the 4th October 2022 for the above-
referred application.

To assist Council with its further assessment of this proposal, we provide the following
response to the issues raised by Council in accordance with Section 13 of the
Development Assessment Rules.

Items 1 & 2 – Plot Ratio




In response to the Information Request, amended plans have been prepared by David
Toohey Architect, dated 25/10/2022, to clarify the calculation of gross floor area (GFA) in
the areas schedule on Sheet DA401 with pink, green, blue and orange hatching.

Whereby excluding all building plant, equipment and services, ground floor lobby, access
between levels and unenclosed balconies (terrace), the proposed GFA is 409m2, equating
to a plot ratio of 1.51:1. Whilst this plot ratio exceeds Performance Outcome PO11 of the
Local Centre zone code for a maximum of 1.4:1, the exceedance is only by virtue of the
32m2 upper floor lobby. It is considered that this lobby can be treated akin to an
unenclosed balcony, given it remains open on the southern elevation and upon exclusion,
the proposed plot ratio equates to 1.39:1, achieving compliance with Performance
