                                                                                      Native Foresters

Topography along the survey area is generally flat with minor depressions and elevation
ranging from 10 to 15 metres above sea level. Existing surface water flows north and north-
east from the landfill as shown in Appendix C – Current and Proposed Future Surface
Water Flows. Current groundwater models suggest that groundwater flows in a northerly
direction. Refer to Appendix D – Groundwater Contour Plan (Earth Search, 2019).
Historical groundwater monitoring since 2011 shows the groundwater levels along the
eastern landfill boundary fluctuate between 0 - 5 metres below ground surface, except for
near Borehole 15 where groundwater levels sit 2 – 10 metres below the surface.

1.4      Legislative requirements

To evaluate the habitat values on the site for State and Commonwealth listed flora and
fauna species the following legislation was reviewed:

     Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) –
         Commonwealth
     Nature Conservation Act 1992 (NCA) – State
            o Nature Conservation (Wildlife Management) Regulation 2006
     Vegetation Management Act 1999 (VMA) – State
        Biosecurity Act 2016 – State
     Planning Act 2016 and Planning Regulation 2017 – State
     Nature Conservation and Other Legislation (Koala Protection) Amendment
         Regulation

1.5      Proposed works

Noosa Council propose to develop the future Cells 2.4 and 2.3 to the east of the existing
Cells 2.1 and 2.2 respectively. Development will begin with Cell 2.4, which is adjacent to
the existing Cell 2.1; and Cell 2.3 is to the east of existing Cell 2.2. Both new cells are
located within the existing ultimate landfill footprint. Both cells will be constructed with GCL
/ HDPE lined containment bunds and a basal liner consisting of the following liner system:

        Groundwater underdrain system;
        500mm compacted clay fill (only over groundwater underdrain pipe alignments);
        300mm thick compacted earthen fill;
        GCL / HDPE liner;
        300mm thick gravel leachate collection layer/system.
Cell 2.4 has an approximate footprint area of 9,100m2. The subgrade of the Cell 2.4 basal
liner will be excavated to RL 14.60 at northern end and RL 18.20 at the southern end. This
excavation results in approximately 6,300m3 of spoil material (9,200m³ of cut / 2,900m³ fill)
and an average cut depth of 0.7 metres is required. It is anticipated that the spoil material
can be used for day cover for landfill operations.

Cell 2.3 has an approximate footprint area of 38,100m². Cell 2.3 subgrade of basal liner will
be excavated to RL 15.60 at the northern end and RL18.20 at the southern end resulting in
approximately 58,000m3 of spoil (70,500m³ of cut / 12,500m³ of fill) and an average cut
depth of 0.66 metres is required. It is anticipated that the spoil material can be used for day
cover for landfill operations.
