Onsite Activity Noise 6.1.1. External Noise Criteria The noise criteria typically applied in the Sunshine Coast Regional Council is the Maroochy Planning Scheme Policy No.7 Acoustic Environment Assessment and for fluctuating noise utilises the comparison of like vs like parameters. The measurement procedure and determination of potential annoyance from such sources must utilise the following procedures: a) The measurement descriptor that must be recorded with the noise source operating is LA10,adj,T for short time duration intermittent noise. Noise level to be adjusted for Tonality or Impulsiveness in accordance with AS1055.1 b) The measurement descriptor that must be recorded with the noise source inoperative is LA10,adj,T for short time duration intermittent noise. c) The determination of the relevant noise emission and extent of limit exceedance for the sources from the two measured conditions require the difference between the noise source operating and the source inoperative.’ A noticeable deterioration is considered to be an increase of 3dB(A) above the acoustic environment (noise source inoperative) of a ‘noise sensitive place’ Based on the above assessment requirements, the assessment criterion is detailed in Table 2 below. Table 2: Onsite activity noise assessment criteria for residential receivers Time Period Criteria L10 dB(A) Day period 7am-6pm* 60 Evening Period 6pm-10pm 54 Night period 10pm-7am 45 internal (Sleep disturbance criteria Section 6.1.2) * The Saturday night period ends at 9am, with the corresponding Sunday daytime period commencing at 9am. 6.1.2. Sleep Disturbance Criteria 10pm to 7am A criterion for sleep disturbance under the EPP (Noise) is addressed in the User’s Guide to the EPP, and states the following: ‘In the case of fluctuating noise, the maximum level is correlated to sleep disturbance, rather than the ambient level. For good sleep, maximum noise levels of 45dB(A) to 50dB(A) should not be heard in a bedroom more than 10 to 15 times a night. ‘Where noise is continuous, the ambient level during the sleeping period should not exceed 30 – 35dB(A) indoors in a bedroom.’ Page 9
