QBFP Noosa Boatshed Planning Report
8.0 The new Noosa Plan
Noosa Shire Council are in the process of developing a draft Noosa Plan (draft scheme) to replace the current Noosa
Plan 2006. This draft scheme has undergone State Government review and Council is in the process of making any
necessary amendments to reflect state feedback and submissions submitted during major consultation phases. The
draft scheme is advanced and likely to come into effect in late 2019 or early 2020.
The draft scheme incorporates key changes which are of relevance to the proposed development. Specifically, the
draft scheme amends the zoning of the subject site from Open Space Recreation to the Community Facilities (Marine
industry – (Slipway)) zone (Figure 22). The new zoning of the site specifically reflects the historical and continued
use of the site for QBFP operations.

The overall outcomes sought for the Community Facilities zone are as follows (emphasis added):
a) The Community Facilities zone primarily accommodates a variety of community related activities and
infrastructure, as well as certain special residential and recreation uses to meet the current and future needs
of the community.
b) Development provides for the continued use of community land for the specific purpose annotated on
the zone map, and where the use is no longer meeting a community need, is replaced with
another community related activity.
The proposal achieves high-level compliance with the performance outcomes of the draft zoning and Neighbourhood
Plan including:
Consistency with the specific purpose as annotated on the zone map;
A building height which does not exceed 8m;
Building elements and forms that are consistent with the bulk and scale of buildings on adjoining and nearby land;
Articulated facades which are broken down into finer scaled components (low-reflective roofing, dark colour tones
and lightweight and textured external building materials (timber)) to provide visual interest and reduce building
bulk; and
Landscaping that acknowledges the need for planting to soften the boatshed and patrol building whilst not
intruding on the background views of the Noosa River.
Given the zoning over the site has been amended to reflect its current and historical use for QBFP operations and no
additional changes were made to site provisions following re-advertisement of the scheme, it is considered that
significant weight should be given to the provisions of the draft scheme in the assessment of the application.
