10.0 Conclusion
This report has been prepared in support of a development permit for a Material Change of Use for a Development
Permit for Service & Utility Type 1 Depot (Boat Shed for State Government) and Operational Works for the removal
of vegetation assessable against the planning scheme.

The proposed development complies with Strategic Framework, Desired Environmental Outcomes and Overlay
codes, and therefore complies with the Noosa Plan 2006. However, in the instance of perceived non-compliance with
the planning scheme, there are other relevant matters that support the proposed development:

 The proposed development is in keeping with the desired height and character of the local area and is appropriate
     for the scale of the use proposed;
 The existing and proposed modified boatshed represents a continuation of an existing and approved use within
     a marine and recreation precinct;
 The proposed design is consistent with scenic amenity associated with maritime activity and uses materials and
     finishes that blend with the character and setting of the Noosaville locality;
 Site access has been ongoing over a significant period of time and is not proposed to change. There is no
     intensification of parking demand or increase in employee numbers as a result of the development;
 The function of the QBFP is consistent with the overall purpose of the Open Space Recreation zone as it provides
     a public service involving the lawful maintenance and use of the river which supports recreational experience;
 Works on the adjoining Heritage Place (replacement of the existing hardstand driveway) will not impact on the
     heritage significance of the place. An exemption certificate has been sought for the development;
 The upgraded boatshed design will assist in future-proofing the facility and support the larger and more
     contemporary vessels of QBFP and other agencies; and
 The proposed design response is sensitive to its context and has been carefully considered to respond to
     community concerns. The proposal does not result in any unreasonable off-site amenity impacts by way of visual
     bulk, overlooking or overshadowing.
Based on the assessment undertaken in this report, the proposed development is considered to represents an efficient
use of land both within Noosaville and the wider Noosa Shire Local Government Area. Accordingly, the proposed
development is submitted to Council for approval subject to the imposition of any reasonable and relevant conditions.
