Response:
Correspondence from Foresight Partners included in Attachment 2 provides further demonstration of
the planning need for the development. Findings include:
• Low vacancy levels in the Noosaville area indicate that convenience retailers are unable to find a
location for their business, which are effectively driven by a lack of appropriately zoned sites.
• While there are limited vacancies, the size, location and nature of these vacancies indicate that
they are not suitable and could not accommodate the subject development.
• The two existing convenience stores in Noosaville are neither convenient nor easily accessible to
local residents as they offer only a basic range of goods and have no dedicated parking.
• There are few food and beverage services in the local area that would be comparable to those
proposed within the subject development, which in turn encourages travel further afield becoming
less convenient to local residents.
• Existing supermarkets in the Noosa area are trading at above average levels, highlighting that the
local area is underserved with respect to convenience retail facilities.
Foresight Partners concludes "that there is a significant demand for the proposed development at the
subject site given an existing undersupply of convenience retail facilities, a substantial resident and
visitor population in the local area, and the lack of alternative locations available in Noosaville for a
convenience centre".
4. Demonstrate that the amenity of nearby residential uses will not be adversely affected by the food
and cooking odours likely to emanate from commercial kitchens and dining areas to be located
within the proposed tenancies.
Response:
An assessment of food and cooking odours has been undertaken by ADG Engineers (Attachment 3).
This correspondence indicates that it is proposed that each kitchen will be provided with an
electrostatic precipitation filtration device. These filtration devices will exceed the minimum
requirements of Australian Standard AS1668.2 for cooking exhausts. The exhausts will be discharged
via grilles in the side fascia of the roof gables (refer plans DA-002 and DA-006), which will be
positioned a minimum 10m from the southern boundary and 18m from the western boundary. As well
as adequately mitigating food and cooking odours, this proposed exhaust arrangement will ensure
that no visual impact results from kitchen exhausts.
5. Demonstrate that noise from the proposed use can be managed through structural measures,
design and layout. The provision of revised site layout plans and architectural drawings along with
a revised acoustic report will be required to demonstrate the above.
Response:
Correspondence from TTM, including a revised acoustic report are included in Attachment 4. As a
result of this further noise review, it is proposed to change the operating hours of the centre to 7am
to 10pm, 7 days per week. This means that management controls for the night time period (10pm to
7am) are no longer required. The correspondence and report included in Attachment 4 reflect the
revised hours of operation and demonstrates that noise from the proposed use can be managed
through structural measures, design and layout, with the exception of staff operating from the rear of
tenancies during the evening period. The management controls proposed are a minor component of
acoustic compliance and have been found to be an acceptable way of managing noise impacts with
similar developments. This correspondence and report demonstrate that the proposed development
will not result in detrimental acoustic amenity impacts on the adjoining residential area.
