Figure 4: Proposed Refuse Collection Facilities
Halcrow have applied the turn path analysis software AutoTURN to the proposed development layout in order
to analyse the adequacy of RCV turn paths within the development plan. The turn path analysis
demonstrates that RCV's are able to manoeuvre through the internal layout and access the bin storage area
in a safe and efficient manner.
It should be noted that the reverse manoeuvre into the bay adjacent to the bin storage area requires the RCV
to utilise the area where car parking spaces 33-36 are positioned. It is considered acceptable for RCV's to
use this area based on the following:
• A refuse collection management plan will be established with the waste collection operators to
ensure refuse is collected in the off-peak period before 9am on collection days
• Car parking spaces 33-36 will be allocated as a 'no parking zone' before 9am
• The parking restriction on car parking spaces 33-36 will not create any adverse impacts on the
development's car parking operations as any time before 9am is an off-peak period as presented in
Table 4.3 of the original traffic report which establishes an estimated parking demand between 6-9am
of 12 spaces for the development
