As indicated in Table 4-2 above, the Cooroy-Noosa Road / Carramar Access / Access to Local
Development intersection would operate well within acceptable limits with its currently operating
layout configuration, up to and beyond the design horizon year 2022.

However, to fulfil the Council’s recommendation for safety improvements at the existing Cooroy-
Noosa Road / Carramar Access / Access to Local Development intersection, the proposed
upgrade of the intersection configuration to a type CHR(S) / BAL geometry (i.e. an auxiliary right
turn and no auxiliary left turn lane) has been analysed further in section 4.2. The warrants for
turn lanes have also been discussed further below.

Warrants for Turn Lanes

In order to maintain relatively unhindered through movements past the proposed development,
and to significantly reduce the potential of rear-end collisions, it is recommended that a right-turn
lane into the subject site be provided. The recommended provision of this turn lane is based on
the additional right-turn movement into the subject site, during both the AM and PM peak
periods, and the demographics of the proposed development. It is also warranted according to
                                4
6.39 of the Austroads “Part 5 : Intersections at Grade” and Figure 13.96 of the “Road Planning
                      5
and Design Manual” which is duplicated within Appendix E.

The warrant for a left or right turn treatment for the existing Cooroy-Noosa Road / Carramar
Access / Access to Local Development intersection can be determined by plotting the expected
traffic volumes on the graphs per Figure 13.23 Warrants for Turn Treatments on Roads with a
Design Speed < 100km/h in DTMR’s “Road Planning and Design Manual” (Ref.5) as duplicated
below.
