GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025

elevations indicating a ground level height of 3.6 metres with the remaining upper two floors being
3.3 metres each.
The ground level landscape design to all street frontages include a minimum 1.0 metre landscape
buffer therefore minimising the visual prominence of the ground-level being viewed as an ‘elevated’
ground-level of approximately 1.2 metres.
The additional height is supported as the building presents as three storeys, is located on lots with
three street frontages, is subject to site flooding and is not located within close proximity to adjacent
premises.
Roof Top Terrace
AO20.2 of the Tourist Accommodation Zone code states that development does not include roof
top terraces.
The Applicant proposes two rooftop terraces of approximately 96 and 85 square metres
respectively with private pools to each. Access to the terraces will be from the second level, Units
2-02 and 2-03 and are setback approximately 14 metres from Gympie Terrace, 17 metres from
Albert Street and 18 metres from Thomas Street.
Assessment
PO20 of the code aims to ensure that roof form contribute positively to the local skyline and avoids
boxy profiles and parapets. The roof top terrace areas will be partially located within the roof void
which provides a degree of enclosure, particularly to the southern, eastern and western frontages.
The two rooftop terraces also contain pergola structures which are 2.7 metres in height (see Figure
4 – Elevations and Figure 12 - top right of image) which while visually permeable in construction,
contribute to the overall building height. While the applicant has setback the terraces from all
frontages, they are likely to be noticeable from the surrounding areas and it is recommended
amendments are made to the plans and elevations to:
• reduce the height of the pergola's from 2.7 to 2.2 metres to be consistent with surrounding
    roof top terrace heights (i.e. existing Da’vos roof top pergola height, 2.2 metres);
•   reduce the height of the dividing walls surrounding the terrace areas from 1.8 to 1.2 metres;
• remove connecting walls between the terrace areas; and
• reduce the area and height of the roof over the stairs accessing the roof terraces.
It is also recommended that a condition is included to ensure that the pergolas are not roofed.
The above listed amendments will reduce the visual perception of building structures at the roof
level.
Setbacks
Building setbacks for the site are required to be in accordance with AO13 and PO13 of the Tourist
accommodation zone code as highted below.
AO13.1 Properties fronting 185-207 Gympie Terrace, 235-257 Gympie Tce or properties facing
Thomas Street where a mixed use building incorporating a non-residential use:
6 metres from the front boundary for up to two storeys provided that this setback area
may contain ramps, stairs, open awnings and unenclosed outdoor dining areas;
    a) 8 metres from the front boundary for the third storey;
    b) 6 metres from the rear boundary for up to two storeys;
    c) 8 metres from the rear boundary for the third storey; and
    d) From a side boundary where adjoining a mixed use building:

                                                                                         Page 26 of 36
