Stakeholder Advisory Committee at its first meeting.
C. Authorise the Chief Executive Officer to make amendments to the Terms of Reference for the

Queensland following any feedback from the Noosa River Stakeholder Advisory Committee.
D. Request the CEO to report back to Council in March 2021 on the proposed membership of the

     Advisory Committee.
F. Acknowledge and welcome the permanent presence of Maritime Safety Queensland in Noosa
and resolve that, while MSQ maintains an active presence, Noosa Shire Council no longer
seeks to take over management of anchoring, mooring and living on board on the Noosa River

Ordinary Meeting Minutes, 18 March 2021, Item 9, Page 24
Council note the report by the Environmental Services Manager to the Ordinary Meeting dated 18
March 2021 about the outcome of the Expression of Interest process for the Noosa River
Stakeholder Advisory Committee; and
A. Request that MSQ agree to add to the Committee the 2 highest scoring shortlisted women,
Agnes Reed and Jo-Anne Daley, to ensure better gender balance on the Committee; and
B. Request that MSQ agree to amend the Terms of Reference to allow for 14 members on the
     Committee.

Finance
The functions of the committee has been supported through the recent appointment of the Principal
Environment Officer River Strategy and Engagement in March, which has facilitated outcomes in an
effective manner.
The current priorities of the NRSAC is vessel management in the Noosa River, which is a MSQ
responsibility. There could be costs, as yet undefined, associated with any proposal for a marine
zone addressing near foreshore anchoring, and longer term, any program associated with disposal
of unwanted vessels from the Noosa River. Any future budget requirements will be bought back to
Council for consideration via annual budget or budget review processes.

Risks & Opportunities
The proposed program of better management of anchoring mooring and live aboards presents an
opportunity to positively respond to community concerns for overcrowding on the Noosa River, as
well as environmental damage to the river bed and foreshore from unregulated anchoring, and
inappropriately managed effluent disposal.
Whilst the program is essentially a Maritime Safety Queensland responsibility, a risk may be the
public perception by the Noosa community that boats are being forced off the Noosa River by
removing unrestricted time limits on vessels at anchor.
