3.5 Prime Site Selection Reasons
Considering the factors identified above, Candidate D was ranked as the preferred location for the
facility as the site is able to provide reliable coverage, whilst minimising the visual impact of the
facility as much as practicable. In summary, the site is considered to be the best option out of the
four (4) candidates considered because:
• The facility has been located in a previously disturbed area of the road reserve that has
been cleared for aerial power lines and nearby the Boreen Point Rural Fire Brigade
property has similar emergency services antennas and equipment. Therefore, a facility in
this location was not considered to significantly detract from the existing modified nature
of the locality;
• The proposed facility is located a sufficient buffer distance from environmentally sensitive
locations (more than 4.5 km from Lake Cootharaba and approximately 2 km from
Wahpunga Range);
• The location provides line of sight to other planned sites in the NBN wireless network
specifically Boreen Point North; and
• The siting of a Telecommunication Facility on this site will meet coverage objectives for
the area, whilst minimising visual impact given the presence of mature vegetation
surrounding the site which will assist with visually integrating the monopole within its
surroundings and reducing the visual dominance of the structure.
