Davis Rd Cootharaba DA Planning Report
Attached to the e-mail MCU15/0061 Development Application - Planning report and IDAS forms Email 1 of 2.
Although the land may be susceptible to periodic flooding and drainage issues, the proposed
Telecommunication Facility is not for a habitable use and has been sited and designed to minimise
the hazards associated with flooding as follows;
• The foundations and earthworks are to follow engineering design standards and
stormwater dissipation is provided through the proposed gravel compound finish;
• The proposed facility will include an elevated steel grillage to raise the equipment
shelters;
• The proposal for a Telecommunication Facility is not a habitable use, does not generate
effluent run off; and
• Any discharge points will not affect downstream, upstream or underground streams on
any adjoining properties as the facility has been located away from watercourses and does
not produce effluent run off.
Whilst it is acknowledged vegetation clearing is required to establish the proposed facility, due
diligence and care has been taken to ensure only least concern vegetation is required to be
cleared. Specifically Aurecon ecologists undertook a flora and fauna survey within a 100 m buffer
of the proposed clearing and found that no EVNT fauna or flora species would be impacted upon
during the establishment of the facility (refer to Appendix 4).
For these reasons, the proposed development is considered to comply with the intent and overall
outcomes of the Earthworks Code, and further assessment is not required.
7.2.4 Landscaping Code
The Code for Landscaping is required to be assessed as part of this application. The Overall
Outcomes of this code state the following:
a) retains, reinforces and enhances the natural landscape character of the site, streetscape
and locality;
b) retains existing vegetation and other natural features for their ecological, aesthetic and
cultural values;
c) ensures the revegetation and rehabilitation of native wildlife habitat and riparian zones to
protect and enhance ecological and biodiversity values;
d) facilitates water management including on-site detention and the efficient infiltration of
stormwater;
e) enables the establishment of appropriate plantings that are of a scale and density
commensurate with building height, bulk and scale to buffer development and conflicting
land uses;
f) enhances privacy between dwelling units and accommodation units;
g) accommodates the outdoor recreation needs of dwelling occupants; and
h) provides adequate vegetation treatment to steep slopes and unstable landforms.
Compliance
The current development does not propose the establishment of additional landscaping. The
proposed facility in an area which will be bordered to the east, south and west (where existing
power and access is provided from the north) by existing mature vegetation will help reduce visual
dominance. Additionally, the facility only requires a relatively small footprint area (300m2).
Additional landscaping to screen the facility is not considered necessary.
