Therefore, the proposal is considered to have a minimal impact on the natural landscape or built
environment as the existing mature vegetation will be maintained and will act as a buffer.
7.2.5 Driveways and Carparking Code
The Code for Driveways and Carparking is required to be assessed as part of this application. The
Overall Outcomes of this code are:
a) Safe and reasonable access to and from vehicle accommodation and standing areas within
a property and from the public road is provided;
b) The safety of pedestrians and cyclists is protected;
c) Development reduces the reliance on private vehicles and promotes public and
nonmotorised transport options;
d) Carparking spaces and the associated manoeuvring areas provided are designed to be safe
and functional and meet the reasonable requirements of the particular land use;
e) Adequate provision is made for the standing, parking, loading and unloading, access and
manoeuvring of service vehicles within the development site;
f) Development does not adversely impact on existing public parking;
g) Adequate monetary contributions are made in circumstances where Council considers the
provision of external parking will fulfill the parking demand generated by the development
and will not have an adverse impact on existing public parking; and
h) Vehicular access does not impact adversely upon existing landscaping or native vegetation.
Compliance
The car parking requirements in the Code for Driveways and Carparking does not provide a
parking requirement for an ‘Infrastructure Use’. However, the points below demonstrate a general
compliance with the intent of the code:
• Access to the property is currently provided via the existing crossover from Davis Road;
• This access is considered to provide safe and convenient access to meet the needs of the
maintenance vehicles which will infrequently access the site;
• Adequate provision has been allocated for service vehicles to access the site and park
whilst undertaking maintenance works;
• The proposed development will not increase the number of people living or working in the
area and does not require the provision of any formal parking; and
• The site access is considered to be appropriate given the NBN Co facility will not be a
significant generator of traffic and is not anticipated to adversely impact on the
surrounding road network or residential amenity.
For these reasons, the development is considered to comply with the Driveways and Carparking
Code.
