buildings or cat enclosures. This requirement is designed to protect lower canopy and ground
nesting and feeding birds which occur proximate to the lot.
C. Request that the Chief Executive Officer investigate the impacts of flooding on development
in the Cooroibah area as part of the preparation of Local Disaster Management Plan for the
Cooroibah Area and as part of future planning scheme amendments.
REPORT
1. PROPOSAL
The application seeks approval for Reconfiguring a Lot to create 8 Rural Residential lots in a staged
development. The development stages and lot areas are detailed below:
Stage 1:
Stage 1 includes the creation of one lot (Lot 8) and balance area. The proposed lot will contain the
existing dwelling and take access off Glenridge Drive. The waterway extending through the site is
to be revegetated and covered by an environmental covenant.

Stage 2:
Stage 2 includes the construction of a cul-de-sac through the site to service lots 3 to 7 with lots 1,

To achieve flood immunity, all proposed lots have designated building envelopes and building pads
that are located at the 1% Annual Exceedance Probability (AEP) (previously known as Q100) plus
a 0.3 metre free board. The applicant also proposes a building floor height above Probable
Maximum Flood (PMF) to achieve a safe refuge in such an event. Earthworks associated with
roadworks and allotments results in 681m3 of cut and 6037m3 of fill for the entire site.
The applicant submits that the layout of the subdivision has been designed around the flooding
and mapped environmental constraints of the site with extensive flood areas proposed to be
covered with an environmental covenant and revegetated. These covenant and revegetation areas
comprise approximately 9.995 hectares of the 16.38 hectare site and relate to existing vegetated
areas and flood areas.
To address bushfire constraints, a fire trail break trail with a width of 20 metres is proposed around
the house site areas and roadway and includes:
• A trafficable area of 4 metres of managed grass or dirt
