PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 OCTOBER 2019

Recommendation
It is recommended the draft local law be amended to:
 allow as self-assessable, one (1) real estate directional sign to be placed at the subject
property on the day of the auction / open for inspection and removed immediately after with
criteria on size, location and illumination restrictions.
ix. Introduction of LCD window signs
Most submissions indicated general support for LCD window signs as an alternative to other
window signage. Comments in objection stated it was not in keeping with Noosa’s look and feel,
they are expensive and tacky, the requirements are too small and there should be an allowance
for both LCD screens and window signage.
Response
A single LCD screen with no other window signage reduces visual clutter in the window
contributing to improved streetscape amenity and should continue in the draft local law as
proposed.
The proposed 0.5sqm size is considered appropriate and allows for a screen of 1m wide by 50cm
high.
Recommendation
No change to the draft local law is proposed in response to this issue.
x. Sign face area definition
Some submissions raised concerns with the proposed sign face area definition stating wall
decorations, colours and finishes, wall colour, window decals, wayfinding, fuel safety, warnings,
decorative lines, architectural painting of building eg. Stripes on boathouse, should be excluded
from the definition.
Response
It is not intended that architectural features or paint trim of a building be included in the sign face
area where it does not form part of the advertising or branding of the business.
In application, fuel safety signs, warnings and way finding are not included in the sign face area
calculation, however this will be clarified.
Clarification is also required on how the sign face area is measured to ensure signage is
measured around the perimeter of the sign and not by drawing a square or rectangle around it
which may measure the sign too large.
Recommendation
It is recommended the definition of sign face area be amended to:
 clarify that architectural features or paint trim of a building, fuel safety signs, warnings and
way finding are not included as part of the sign face area calculation; and
 measure the sign face area around the perimeter of the advertising devices, rather drawing a
square or rectangle around it which if measured this way may distort the actual size.
xi. Other recommend changes
Other smaller issues were raised which require clarification amendments to the draft local law as
outlined below.
Tenancy definition
Amend the definition of ‘tenancy’ to clarify the signage allowance applies to the principal tenancy
holder and not separate sub-let businesses.
