The development application includes Material Change of Use (MCU) of premises for Transport Depot
that is defined in Noosa Plan 2020 Schedule 1

       The use of premises for:
(a)storing vehicles, or machinery, that are used for a commercial or public purpose; or
(b)cleaning, repairing or servicing vehicles or machinery, if the use is ancillary to the use in
       paragraph (a).

Examples of a Transport depot include Contractors depot prescribed in the Noosa Plan 2020.
Development use of Transport depot is included in the application as an ancillary use to allow a range
of lawful uses on the site.

MCU Site Cover and Gross Floor Area

The design proposes a total site cover of 44.51% with a ground level GFA of 8,974m2 and mezzanine
GFA of 3,058m2. A total GFA of 12,032m2 is consistent with surrounding development and supporting
information demonstrates adequate areas for onsite stormwater management, vehicular access, and
soft landscaping. Development results in an area of 17,134m2 (84.90%) of the site that is impervious
to stormwater.

MCU Built Form and Building Height

The proposed Staged Community Title Scheme development comprises four contemporary industrial
buildings arranged across the 20,160m2 that presents a modular and articulated built form defined by
recessed tenancy entries, vertical blade elements and varied skillion roof forms that provides smaller
visual components. Adaptable designs and varied tenancy sizes for different business types and sizes
with adequate floor to ceiling heights of a sufficient size to accommodate a range of low impact
businesses. The façade treatment and roof variation provide visual interest while maintaining an
industrial character appropriate to the Cooroy locality ensuring the development presents a well-
proportioned and compliant built form outcome. The buildings are expressed as two storeys,
incorporating internal mezzanine levels within the roof envelope, and achieve a maximum overall
height of approximately 7.4 m that is below the 10 m building height requirement.

MCU Safety and Amenity

The modular layout and centralised parking areas support Crime Prevention through Environmental
Design (CPTED) principles by avoiding concealed spaces and promoting visibility across the site. Key
positive safety and amenity design characteristics including clear internal circulation with strong sight
lines between buildings and multiple tenancy frontages enable passive surveillance. Site has clearly
defined site boundaries through building edges, landscaping elements, signage and fencing. Security
fencing is proposed to be 1.8m in height with the rear and side boundaries of the site to prevents
unauthorised access the site that can be monitored from the proposed caretaker accommodation at
the entrance. Design, engineering controls, waste management and environmental performance
requirements are proposed to manage to odour, dust and acoustic emissions. Mechanical plant and
waste management areas are visually integrated with the building design or are enclosed or screened.
A covered staff recreational area with facilities and landscaped buffers is identified on the site plan to
provide staff amenity.

MCU Setbacks

The plans propose the development is built to boundary to be consistent with adjoining and existing
industrial use and 39 Industrial tenancies at 5 Taylor Court. Similarly a built to boundary solution is
proposed to the western site boundary with Lot 7 on SP237587 that is designated as an Environmental
Management and Conservation Zone that provides an approximate 30m width buffer to adjoining rural
uses. A relaxation to this boundary is sought on this basis and disturbances to any vegetation within
