6 Summary
Modus has been commissioned by Indigo Group to provide traffic engineering advice in relation to a
proposed reconfiguration of lot located at 44 Hoy Road, Lake MacDonald. Modus has the following
findings:
Existing Conditions
N The development site is located at 44 Hoy Road, Lake MacDonald and is bound by Hoy Road to
the north, residential dwellings to the west and south and vegetation to the east.
N The site is identified as a Rural Residential zone. The development site is surrounded by similar
zones in all direction, except for Rural and Environmental Management and Conservation zones
to the north and further east.
Proposed Development
N The development proposes to reconfigure the existing lot into nine (9) residential lots, with
access via a newly proposed dead-end road.
Traffic and Transport Design Review
N The proposed design of the internal and external road network is compliant with the
requirements of the Engineering Design Standards Planning Scheme Policy.
N The proposed classification of the internal road will suitably accommodate the expected
development traffic.
N The proposed internal road network is compliant with the spacing requirements of the IPWEA.
N It is recommended to locate access driveways to achieve sufficient SSD for each lot.
N The sight distance of the internal intersection is compliant with the requirements of Austroads.
N Trimming of existing vegetation is required on Lake MacDonald Road to provide adequate sight
lines at the Lak MacDonald Road / Hoy Road intersection.
N It is anticipated that the design vehicle to service the site is a Refuse Collection Vehicle (RCV).
Traffic Generation
N The development will generate up to 8 vph in the peak hour periods, inclusive of inbound and
outbound vehicle movements. This corresponds to only 2 vph entering the development and 6
vph exiting in the AM, and 6 vph entering and 2 vph exiting in the PM peak.
N Modus believes expected traffic generation from the proposed development is not anticipated
to have a significant impact on the surrounding road network.
Overall, Modus considers the proposed development acceptable from a traffic engineering
perspective.
