1 Introduction
Modus has been commissioned by Indigo Group, to provide traffic and transport advice in relation to the proposed
rural residential development located at 44 Hoy Road, Lake MacDonald.
Noosa Council (Council) issued an Information Request (ref: RAL25/0001), dated the 7 February 2025, requesting
further information on the traffic-related components for the proposed development application. A copy of the
information request is provided in Appendix A.
This technical memorandum has been produced by Modus to provide a response to the traffic related items
enclosed within the Council Information Request. Each traffic related item has been reproduced in the subsequent
section and Modus’ response is provided immediately thereafter.
2 Item 4 - Sight Distance for Internal Intersection
Provide detail demonstrating the available sight distances about the Hoy Road/Site Access intersection. The detail
must be prepared by a suitably qualified person (RPEQ) and include, but not be limited to:
a) longitudinal sections demonstrating that 123 metres of unbroken sight distance is available in both
directions;
b) a layout plan demonstrating that 123 metres of unbroken sight distance is available in both directions; and
c) detail of any existing vegetation that must be removed (or maintained) to achieve the minimum sight
distances.
Modus Response
A sight distance drawing has been prepared for the Hoy Road / Sight Access intersection in Appendix B. The sight
distance drawing illustrates the achievable sight distance in longitudinal sections based on survey data and layout
plan based on aerial imagery. The drawing illustrates that sufficient sight distance is achievable from the site
access to the east but only achieves 70m to the west. The achievable sight distance to the west is below the
Austroads requirements based on an existing crest along Hoy Road.
To confirm the sight lines, Modus undertook a site visit on the 11 March 2025 for the Hoy Road / Site Access
intersection. The site visit confirmed the achievable site distance and inadequate sight distance to the west as
illustrated in Figure 2-1.
