Issue – Pavement Design
The documentation provided as part of the application does not adequately detail the
pavement design of the proposed internal road.
Note – Council considers an acceptable seal to be consistent with Hoy Road (i.e., two coat).
Information Required
8. Provide additional detail confirming the pavement design of the proposed internal road.
The additional detail must be prepared by a suitably qualified person (RPEQ), consider
the standard of an upgraded Hoy Road and the grade of the future road.
Item – Building Envelope
Proposed Lot 3 is subject to infrastructure and ecological constraints, Acceptable Outcome
AO7.3 of the Reconfiguring a Lot Code seeks a building envelope to provided where the site
is subject to constraints.
It’s unclear if the existing powerlines will be realigned or remain in place. Considering the
setback requirements of the Rural Residential Zone, the location of the overhead
infrastructure, and the mapped waterway on Lot 3, the future building pad will be restricted if
the overhead infrastructure is not realigned.
Information Required
9. Should the powerline not be realigned as indicated by Plan GA2022-085-CS-005-A, a
building envelope is to be provided over proposed Lot 3.
Item – Covenant on Lot 9 / Powerline Alignment
Proposed Lot 9 includes a vegetation covenant following the general alignment of the Riparian
Buffer of the Biodiversity, Waterways and Wetlands Overlay.
The submitted plan shows an area excluded from covenant however is not accessible without
travelling though the covenant area. The exclusion of this area from the covenant encourages
traffic through the protected area.
