Under the Planning Act 2016 the application must be assessed against each of the following
statutory planning instruments to the extent they are relevant to the development:
• State Planning Policy;
• South East Queensland Regional Plan;
• Planning Regulation 2017; and

The application has been found to generally comply with all applicable statutory instruments. The
pertinent issues arising out of the assessment are discussed below:
Access
The proposal seeks to take access from a new, Council-owned Road which is currently under
construction. The access has been designed to generally comply with Council’s standard drawing
RS-051.
Stormwater
The proposal seeks to capture all runoff via a new underground pipe drainage network before being
discharged to two future stormwater pits (to be provided as part of the creation of the Lot) to serve
as the Lawful Points of Discharge.
All impervious areas of the development are to be provided with an on-site detention tank that has
been sized to ensure that post-development flows will not exceed pre-development flows for all
events up to, and including, the 1% AEP storm event. A climate change allowance was always
included pursuant to Council’s Planning Scheme Policy 6 Engineering Design Standards.
Stormwater quality treatment is not provided as part of these works, as the development site
discharges into a Council-owned bioretention basin that has been sized to accept flows from the
developed subject site.
Erosion and Sediment Control
Engineering recommends a full suite of erosion and sediment control conditions, including, but not
