Trade List of Suppliers
EXECUTIVE SUMMARY
The report provides a tender evaluation summary and recommendation to award the contract
to the list of suppliers for inclusion to the Register of Pre-qualified Suppliers (ROPS) for
Provision of Trade Services.
The categories/services included in this ROPS are:
o Carpentry;
o Building;
o Plumbing & Drainage;
o Drainage including High Pressure Jetting (Drain Cleaning);
o Roofing;
o Electrical and Data Cabling;
o Painting;
o Handyperson;
o Graffiti Removal; and
o Pressure Cleaning including cleaning of roofing, guttering, pathways and buildings.
All suppliers must maintain Public Liability and Workers Compensation – WorkCover
(where applicable) to remain active on the ROPS.
A Queensland Building and Construction Commission (QBCC) or Electrical Contractors
License is a pre-requisite for many of these services on this ROPS.
In accordance with Council Procurement Policy and procedure, an Invitation to Tender
(ITT) was initiated and attracted over 40 responses, with the compliant responses
considered for further assessment.
Whilst Council encouraged all capable suppliers to tender, Council intends to utilise this
ROPS to encourage the development of competitive local business and industry. This
may result in Council giving preference to local suppliers over non-local suppliers when
engaging suppliers from the ROPS.
The ROPS is a register of suppliers that are pre-qualified and capable of responding to
Council’s requirements in a timely manner; and where Council can either:
o directly engage a supplier from the ROPS on an as required basis utilising the rates
provided within the Schedule of Pricing or on other rates as agreed; or
Page 4 of 48
Section 5
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
o request quote(s) from one or more suppliers on the ROPS on an as required basis
for fixed term services utilising the rates provided within the Schedule of Pricing or on
other rates or lump sum price as agreed.
Inclusion onto this ROPS does not provide a guarantee of work during the term of this
Contract.
The ROPS is to be awarded to the suppliers listed for an initial term of two (2) years plus
two (2) further term extensions of up to two (2) years subject to satisfactory performance.
The tender evaluation panel completed the evaluation process and considered the
suppliers listed in the recommendation below to be the most advantageous to Council.
83% of the suppliers recommended for inclusion to the ROPS are locally based. Twenty-
one (21) suppliers are located in the Noosa local government area, with a further fourteen
(14) suppliers from the Sunshine Coast or Gympie local government areas.
RECOMMENDATION
That Council note the report by the Buildings and Facilities Coordinator to the Services &
Organisation Committee Meeting dated 7 June 2022, and
A. Award Contract No. T000067 for a Register of Pre-qualified Suppliers for the Provision of
Trade Services for a period of two (2) years commencing on 23 June 2022 to the suppliers
listed in Attachment 2 to the report.
B. Subject to satisfactory performance of the suppliers, authorise the CEO to approve the
option to extend the contract at the expiry of initial term for a further two (2) terms of up to
two (2) years each ending on 22 June 2028.

3. Next Steps
Contract documents shall be issued to the suppliers recommended for inclusion to the ROPS,
and all suppliers will be required to register and maintain their details in the VendorPanel e-
portal to ensure licences and other qualifications are maintained.
The ROPS is a register of suppliers that are pre-qualified and capable of responding to the

Suppliers shall be engaged under this ROPS applying the Panel Management Plan as a guide.
The Panel Arrangement Management Plan is used by contract managers to document all key
information about how the ROPS will be utilised. The Panel Management Plan recommends the
engagement of local suppliers only for all procurements less than $200,000 where practical.
The Panel Management Plan recommends an evaluation criterion is included that supports the
local economy for all procurements greater than $200,000.

Finance
Trade services are engaged on an as needs basis under a schedule of rates utilising existing
budget from capital and operational expenditure. Historical expenditure for trade services was
between $1 and $2m per year, and it is anticipated that the expenditure on this ROPS will also
be approximately $1 to $2m per year.
Risks & Opportunities
The establishment of a ROPS reduces the risks associated with engaging these services
ensuring that approved suppliers have the appropriate insurances.
The ROPS also is an effective way to reduce the workload on both Council and contractors to
undertake work in a timely manner, while still ensuring compliance with Council’s Procurement
Policy.
The development of a Panel Management Plan will provide internal staff guidance in relation to
the selection of contractors from the panel and assessment of contractor performance.
Safety Risks Mitigation
The Suppliers fail to ensure the work is Prior to commencement of services, the
conducted safely and in accordance with Suppliers management plans, Safe Work Method
minimum standards. Statements, Job Hazard Analysis (or similar) and
other documentation will be submitted, reviewed,
and accepted by Council.
Council will undertake surveillance, regular safety
audits and inspections throughout the
construction period.
Resource Risks Mitigation
Quality, safety, and service are affected due to The Suppliers have nominated capable

add additional and appropriately skilled
resources as required.
Council can engage the services of Suppliers of
this ROPS in the event of a Supplier being

EXECUTIVE SUMMARY
Lifeguard services on Noosa Shire beaches are delivered via a formal agreement by Surf
Lifesaving Queensland. The current agreement commenced in October 2012 and is due to
expire in October 2022. There are a number of procurement options available to Council to
engage a supplier to provide services under a new agreement. In considering these options this
report specifically examines Section 235 (a) of the Local Government Regulation 2012 which
allows Council to enter into a contractual arrangement without first inviting written quotes if there
is only one supplier reasonably available to provide the service.
Based on capacity, systems, capability and resources this report identifies Surf Lifesaving
Queensland as the only supplier reasonably available to provide lifeguard services to the
required service level standards. Whilst the Regulation allows a local government to enter into
a contractual arrangement without first inviting written quotes and tenders if there is only one
supplier reasonably available, given the agreement’s contract value and specifications, this
report recommends Council issue a Request for Quotation directly to Surf Lifesaving
Queensland. This will provide Council the opportunity to assess specific details of the SLSQ
response against the assessment criteria proposed in this report with the results reported to
Council which supports the principles of transparent and evidence-based decision making.
RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 7 June 2022 and:
A. Apply the exception to the requirement for entering into a medium-sized contractual
arrangement or large sized contractual arrangement without first inviting written quotes or
tenders under Section 235 (a) of the Local Government Regulation 2021 as there is only
one supplier who is reasonably available to provide the service;
B. Note while a written quote is not specifically required to engage Section 235 (a) of the
Local Government Regulation 2012 a formal quotation process is preferred because it:
1. Enables an assessment of the quotation to be completed against nominated
assessment criteria;
2. Provides the opportunity to determine and confirm value for money to Council and
the community;
3. Supports the principles of transparent and evidence-based decision making;
C. Issue a Request for Quotation for Lifeguard Services to Surf Lifesaving Queensland in
accordance with Section 235 (a) of the Local Government Regulation 2012 given Surf
Lifesaving Queensland is the only supplier identified by Council as reasonably able to
provide the service;
D. Agree to the quotation assessment criteria and weightings detailed in the report;
E. Note the new Lifeguard Services Agreement term is proposed to be for an initial 1 x 5 year
term and an additional 1 x 5 year option (current agreement terms) with the new
agreement to commence 29 October 2022; and
Page 15 of 48
Section 16
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
F. Agree to consider a further report at a future round of Council meetings detailing the
assessment results of Surf Lifesaving Queensland’s Request for Quotation response.
REPORT
1. Purpose
The purpose of this report is to seek Council approval to issue a Request for Quotation for
lifeguard services to Surf Lifesaving Queensland under Section 235 of the Local Government
Regulation 2012.
2. Background
Surf Lifesaving Queensland (SLSQ) have provided lifeguard services via a formal agreement
(the Agreement) with Sunshine Coast Council (SCC) and Noosa Council since 2012. The
Agreement was developed by SCC and transferred to Noosa Council as part of de-
amalgamation in 2014. The Agreement is currently administered by the Property Branch and
has been an appropriate instrument for the management of lifeguard services in the Shire.
SLSQ provide year-round lifeguard services at Noosa Main Beach, Noosa Main Beach West,
Sunshine Beach and Peregian Beach as well as seasonal services at North Peregian and
Sunrise Beach. Surf Lifesaving clubs complement services provided by SLSQ and generally
operate on weekends and public holidays between the September school holidays and Labour
Day weekend in May at surf club beaches.
In addition to core lifeguard service provision, SLSQ also provides the following support services
at no cost to Council, including:
Waverunner (jet ski) patrols
Roving vehicle patrols from the Noosa North Shore Campground along the Noosa North
Shore
Purpose built integrated communications, IT and surveillance network control centre
(SurfCom)
Helicopter services
Risk management reporting and auditing
Drone technologies
SLSQ meets and reports to Council on a monthly basis apropos service provision and other
matters associated with the Agreement and provides an annual operations report. Council
conducts random compliance checks of the service provided on the beach in addition to work,
health and safety inspections in accordance with Council’s WHS Hazard Inspection Matrix.
SLSQ’s performance has been satisfactory in relation to these areas over the duration of the
current agreement.
Pursuant to the Agreement’s terms, a 5 year option was approved at Council’s February 2017
Ordinary Meeting. This option is due to expire on 28 October 2022.
3. Local Government Regulation 2012 - Proposed Procurement Approach
In accordance with Section 235 (a) of the Local Government Regulation 2012 (the Regulation),
a local government may enter into a medium-sized contractual arrangement or large-sized
contractual arrangement without first inviting written quotes or tenders if (a) the local
government resolves it is satisfied there is there is only one supplier who is reasonably available
to provide the service.
Section 17
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
In assessing SLSQ and their capacity to be considered a ‘reasonably available’ provider of
lifeguard services there are a number of considerations. Specifically, SLSQ is:
Recognised as the State’s peak beach safety and rescue authority;
Recognised as an accredited white water rescue unit through the Queensland Fire and
Emergency Services Department; and
A member of the State Disaster Management Group.
Furthermore, market sounding undertaken by both Sunshine Coast Council (SCC) and Noosa
Council indicates with the exception of SLSQ there are no other organisations possessing the
capacity, systems, capability and resources (i.e. reasonably available) to deliver lifeguard
services at the required service level standards.
While the Regulation allows local governments to dispense with the requirement to invite written
quotes and tenders if there is only one supplier who is ‘reasonably available’, this report
recommends Council issue a Request for Quotation (RFQ) to SLSQ for the provision of lifeguard
services. Given the Agreement’s contract value and specifications, undertaking an RFQ process
will provide Council the opportunity to assess specific details of the SLSQ response against
assessment criteria and report the results to Council which supports the principles of transparent
and evidence-based decision making.
SCC have advised they will also seek a quotation from SLSQ utilising section 235 (a) the
Regulation. If the proposed procurement approach is approved by Council both will proceed to
RFQ contemporaneously.
4. Proposed Quotation Assessment Criteria
The SLSQ quotation is proposed to be assessed against the following criteria:
Price (Value for Money) – 50%
Track Record and Past Experience – 20%
Contribution to Local Economy – 10%
Innovation/Continuous Improvement – 10%
Environment and Sustainability Initiatives – 10%
5. Lifeguard Services Agreement Term
Pursuant to the current agreement’s terms, the new agreement is proposed to comprise an
initial 1 x 5 year term with an additional 1 x 5 year option, commencing 29 October 2022.
6. Conclusion
Lifeguard services are a high profile and important part of Council’s service provision to the
community and SLSQ have been a key contract partner in the provision of a safe bathing and
beach environment over many years. This report identifies SLSQ as the only supplier having
the capability to deliver lifeguard services to the required service level standards expected by
Council and the community. Accordingly, while the Regulation prescribes that Council may enter
into a contract without first inviting written quotes, this report recommends an RFQ be issued to
SLSQ. This will allow Council to evaluate the SLSQ response against assessment criteria with
the results reported to Council which supports the principles of transparent and evidence-based
decision making.
Previous Council Consideration
Ordinary Meeting Minutes, 16 February 2017, Item 3, Page 7
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 7 February 2017 and authorise the CEO to extend the current agreement for the
provision of lifeguard services to Surf Lifesaving Queensland Inc for a further five (5) year period
commencing 29 October 2017.
Section 18
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
Finance
The current Lifeguard Agreement value is $1.44 million per annum plus CPI. The RFQ will
provide the opportunity for SLSQ to provide detailed responses in relation to the new
Agreement’s service level specifications and assessment criteria outlined in this report. Price
escalation due to current inflation pressures or other factors will be considered as part of the
assessment process and reported to Council.
Risks & Opportunities
Risks
The proposed RFQ process seeks to mitigate the risk of Council expending time and resources
undertaking a tender process which market sounding indicates will not elicit interest from
suppliers capable of providing lifeguard services to required service level standards.
Opportunities
To ensure Council receives value for money an RFQ will be issued to SLSQ and subsequently
evaluated against the assessment criteria outlined in this report. The RFQ will be assessed
under due diligence and probity and the assessment results will be formally reported to Council
at a future round of Council meetings. Council may also negotiate final terms, conditions and
costs with SLSQ as required to ensure that any subsequent contract results in value for money
for Council and the community.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
Three Year Festive Season
In July 2015 Council implemented a three-year Festive Season funding program for eligible
organisations for events that are free to the public and occur between late November and
January each year. Events that can be funded through this program include Christmas Carols,
Concerts, Parades, New Year’s celebrations, and Australia Day activities within the Noosa
Council area. Council Festive Season Event Grants will contribute to costs associated with:
Expenses related to hire of equipment, temporary structures, professional services and
promotion and advertising of the event; and / or
Traffic management plans including traffic control services
Staff are recommending no change to the organisations receiving Festive Season funding in
previous years that have reapplied and a LGAQ Council cost index increase over the previous
year’s funding levels.
Recipients of Three-Year Festive Season Event grants are ineligible for Three-Year Community
Alliance Agreements and Three-Year Maintenance Agreements.
Three Year Signature Event
This funding provides financial support for up to three years to eligible not for profit community
organisations who have an established track record of hosting a signature event that provides
significant benefit to the Noosa community; demonstrates value for money; and closely aligns
with Council’s strategic goals and identified key initiatives.
Council’s Signature Community Events Grant will contribute to costs associated with:
Expenses related to hire of equipment, temporary structures, professional services and
promotion and advertising of the event; and / or
Traffic management plans including traffic control services.
Staff are recommending no change to the organisations receiving Three Year Signature Event
funding in previous years that have reapplied and a LGAQ Council cost index increase over the
previous year’s funding levels.
As part of its annual budget process Council will consider whether or not to invite additional
organisations to be considered for funding under this program.
Recipients of Three-Year Signature Event grants are ineligible for Three-Year Community
Alliance Agreements and Three-Year Maintenance Agreements
Three Year Community Alliance Grants
Council provides financial support for up to three years to not for profit incorporated community
organisations whose services provide significant benefit to the Noosa community (beyond their
membership); demonstrate value for money; and closely align with Council’s strategic goals and
identified key initiatives.
Initially Council called for expressions of interest for this Grants program in 2016. Since that
date applications for Community Alliance funding have been by invitation only. A new round of
expressions of interest for this grants program was called for early 2021 with funding being
offered for one year and again in 2022 for funding being offered for up to three years.
Staff are recommending no change to the organisations receiving Three Year Alliance funding
in previous years that have reapplied and a LGAQ Council cost index increase over the previous
year’s funding levels.
Recipients of Three-Year Community Alliance Agreements are ineligible for Three-Year
Maintenance Agreements and Three-Year Signature Community Event Grants.
Previous Council Consideration
The 2021-22 round of Community Grants Program funding was decided by Council at the
Ordinary Meeting 7 December 2021.

11 REGIONAL ARTS DEVELOPMENT FUND (RADF) – GRANT RECOMMENDATIONS
2021-22
Author Community Development Manager, Alison Hamblin
Community Services Department
Index ECM/Subject/RADF
Attachments 1. RADF Grant Recommendations Round 17
EXECUTIVE SUMMARY
The Regional Arts Development Fund (RADF) supports cultural activity through the professional
development and employment of arts and cultural workers in regional Queensland. RADF is a
partnership between State Government, through Arts Queensland and Noosa Council.
The RADF Committee is chaired by Councillor Karen Finzel and comprises external
professional arts industry representatives with Council officers in supporting roles.
8 applications were received and The RADF Committee has recommended 6 applications for
funding, totalling $25,807.00.
RECOMMENDATION
That Council note the report by the Community Development Manager to the Services &
Organisation Committee Meeting dated 7 June 2022 and approve the Regional Arts
Development Fund recommendations for Round 17 as outlined in Attachment 1 to the report.
REPORT
Regional Arts Development Fund (RADF) grants have been offered by Council since 2014
through a partnership between Noosa Council and the Queensland Government through Arts
Queensland.
This report covers the second RADF grant round for 2021-22, which closed on 6 April 2022.
Promotion of this RADF grant round included media releases to newspapers. Additional
information was then posted on Council’s website, circulated to Council’s arts database and
placed on social media (Facebook).
Support to applicants was provided by the Arts and Culture Development Officer, the
Community Development Officer and the Grants Officer. Staff attended face-to-face meetings
with individual applicants and responded to telephone enquiries and emails.
As per the Community Grants Policy all RADF applicants were required to speak to a grants
officer to discuss their project and get support through the application process.
Assessment
RADF applications were assessed against the following generic RADF assessment criteria:
Will the project develop the paid artist’s professional life? (Quality)
Will the project benefit the community, both directly and indirectly? (Reach/Impact)
Is the project well planned and achievable? (Viability)
Will the project increase the sustainably of quality and diverse creative communities?
(Reach/Impact)
Section 41
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
They were also assessed against the Noosa RADF Committee’s two priority areas for 2021-22:
Strengthening Community
Space and Places
5 of the 6 successful applications addressed one of these priority areas.
A total of 8 applications requesting $34,752.00 were received and assessed by the RADF
committee.
In accordance with RADF Guidelines, committee members are required to declare any conflicts
of interest and once declared the committee member is then not involved in related
deliberations. In this round, 3 members of the committee declared a conflict of interest for 3 of
the applications.
The RADF Committee has recommended 6 applications for funding, totalling $25,807.00. The
projects recommended for funding are excellent in quality and diversity, and will employ quality
artists and arts workers who will engage in valuable arts and cultural activities across the shire.
Previous Council Consideration
Since 2014, Noosa Council has had a RADF partnership with Arts Queensland. As part of this
partnership, Noosa Council is able to offer grants to artists and arts organisations within the
Noosa Shire. These are assessed by the RADF committee and approved by Council twice each
year.
Finance
RADF is a partnership between the State Government, through Arts Queensland and Noosa
Council.
Council has a funding agreement which runs from October 2021 to September 2022 with Arts
Queensland and Council’s contribution is funded in the 2021/22 budget.
The next round of RADF grants (Round 18) are scheduled to be open in August - September
2022 for projects delivered in the 2023 calendar year. These grants will be funded out of the
2022-23 RADF program.
Council has received notification that in 2022, an annual RADF application will not be required
for the 2022-23 RADF program. Council is waiting on further correspondence from Arts
Queensland that will outline a continuation of the 2021-22 funding agreement to 2022-23 while
Arts Queensland review the RADF program.

EXECUTIVE SUMMARY
A report was submitted to the Ordinary Meeting dated 19 May 2022 and a number of councillor
appointments were made to various groups. The purpose of this report is to discuss and correct
some appointments made via resolution at this meeting.
1. Climate Change Groups: There was an error in the report and resolution dated 19 May in
relation to the items listed at N. Climate Change Response Plan Group and O. Climate
Change Adaption Plan Project Control Group. The details are noted in the report below
and the correct amendments noted in the Recommendation provided in this report.
2. Girraween Sporting Complex: At the meeting on 19 May, there was discussion regarding
a possible Councillor appointment to a Girraween Sports Complex Committee to which
the CEO advised he would investigate if this group is in existence and make an
appointment if required.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated 19
May 2022 and the further report to the Services and Organisation Committee Meeting dated 7
June 2022 and make the following Councillor appointments (noting that these supersede any
prior appointments):
A. Appoint Cr Stewart - Mayor as Chair and Cr Stockwell and Cr Wegener to the Climate
Change Response Project Control Group; and
B. Appoint Cr Wilkie as Chair, and Cr Finzel and Cr Lorentson to the Climate Change
Response Plan Community Reference Group.
REPORT
1. Climate Change Groups:
The resolution from the Ordinary Meeting dated 19 May 2022 included the following
details that have since been noted as incorrect:
“N. Climate Change Response Plan
The CCRP provides high level guidance and direction to the project team on
information gathering (including scope) involved in informing the CCRP, methods
for engaging relevant key stakeholders and groups, and the content of the final plan.
It is proposed that Cr Stewart be appointed as Chair and Cr Stockwell and Cr
Wegener be appointed to the Climate Changer Response Plan Committee.
O. Climate Change Adaption Plan (CCAP) Project Control Group (PCG)
The CCAP PCG provides high-level guidance and direction to the project team on
both the processes involved in conducting the background assessment report,
assessments and the content of the final Climate Change Adaptation Plan. This
Page 45 of 48
Section 46
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 JUNE 2022
includes ensuring relevant public and private interests are considered and
nominated deadlines are being met. The Group comprises three Councillors, the
CEO (ex officio), three Directors and the Principal Strategic Planner.”
The correct advice from staff is that:
The “Climate Change Response Plan” group is no longer in existence and
accordingly no appointment is now required.
The “Climate Change Adaption Plan (CCAP) Project Control Group (PCG)” is
incorrectly named and should read: “Climate Change Response Project Control
Group”;
The Climate Change Response Plan Community Reference Group was
inadvertently left off the previous report and is now being added to the Councillor
appointments via the recommendation noted above.
Supporting information is below for the Items A, B in the Recommendation:
A. Climate Change Response Project Control Group
Provides high-level guidance and direction to the project team on implement of the
CCRP, including assessing options for project delivery and methods for community
involvement. The PCG assists with ensuring relevant public and private interests
are being appropriately considered and cross-departmental input is provided.
It is proposed that Cr Stewart – Mayor be appointed as Chair, and Cr Stockwell and
Cr Wegener be appointed to the Climate Change Response PCG.
B. Climate Change Response Plan Community Reference Group
Council established a community reference group in relation to its Climate Change
Response Plan to assist with climate planning and contribute to practical solutions.
The establishment of the group included investigating options for the formation of a
supporting Youth Reference Group, or the like, to help contribute to the group.
Council sought nominations from the community via an EOI process and appointed
members from a broad cross-section of the community and this included youth
representatives from the Noosa Environmental Education Hub.
It is proposed that Cr Wilkie be appointed as Chair, and Cr Stockwell and Cr
Wegener be appointed to the Climate Change Response Plan Community
Reference Group
2. Girraween Sporting Complex
There are two main external user groups that staff meet with on an “as needs” basis.
There are no formal meetings (as there are for the Noosa District and Cooroy Sports
Complexes). As there is no formal committee, it does not require a Councillor appointee.
Councillors can be invited as guests to the informal meetings if the need arises.
Previous Council Consideration
Council made a range of appointments to the various Boards, Groups and Committees in May
2020 and again in May 2022.
