SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018
The information shows that the weight of material recycled by the Waste Section in the 2018FY
has slightly increased. However, the waste diversion rate has declined due to the additional
weight of waste being received by Council. This has also led to significantly more waste being
sent to landfill in the 2018FY. There continues to be significantly more waste generated year on
year.

Garden waste comparison
Following the recommendations of the Community Jury in 2015, Council rolled out approximately
10,000 additional garden bins to residents in September 2018. The 2018FY had ten months of
the additional services. Interrogation of the data from the Eumundi Road RRC (not including
weights for Cooroy and Pomona WTSs) over both periods shows that:
2017FY (tonnes) 2018FY (tonnes)
Garden waste collected 1,273 3,452
Self-haul residential 6,881 6,477
Self-haul commercial 4,580 3,714
The 2,179 tonnes increase in garden waste collected in the additional bins was partly negated by
the 1,270 tonnes reduction in self-hauled garden waste being recycled.
The overall result is an additional 909 tonnes of green waste diverted in 2017/18 compared to the
2016/17 financial period. The cost of providing the additional 10,000 mandated garden waste
collection services is approximately $373,000 per annum, (excluding the initial cost of the 10,000
bins). Based on the 909 additional tonnes diverted the cost per tonne for diversion of this
additional green waste is valued at $410 per tonne. This is disappointing given that the recent
waste audit shows the general waste bin still contains 17% green waste. The results of the waste
audit will be examined in more detail and a further report to council on the waste reduction
implications will be evaluated. (Refer to the heading “Future Direction” below for more
information).
Kerbside recyclables collected from yellow lidded bins increased slightly. It is likely that this will
be impacted next year by the introduction of the container refund scheme, which will be
introduced in November 2018.
Bulk kerbside collection
The bulk kerbside collection commenced on the 16 July 2018 and will continue for eight weeks.
The collection method this year is further enhanced by the involvement of Resource Recovery
Australia who are also out collecting any suitable reusable goods or resources. Cleanaway will
continue to segregate and collect metals, e-waste and timber separately to waste.
