SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018
Previous Council Consideration
Nil.
Finance
The Department finished the final quarter of 2017/18 in a strong financial position, with the
interim result showing revenue at 104% of budget and expenditure at 98%. Net financial
performance was favourable against budget by $1.6 million.
Revenue performed strongly particularly in Community Facilities, Local Laws, and Waste
specifically at the NAC and The J in Community Facilities, Animal Control, Parking in Local Laws
and Disposal Fees and Sale of Recyclables in Waste.
Expenditure items that were below budget related to employee costs and material and services.
Employee costs were below budget in Local Laws and Community Facilities.
Materials and services were underspent in Waste, Libraries. There was also an underspend in
Community Development which related primarily to RADF which is funded by the State
Government across two financial years.
Materials and Services were above budget in Community Facilities, but these costs were offset
by increased revenue.
Risks & Opportunities
The increased revenues achieved by Community Facilities and Waste in 2017/18 while pleasing
and indicative that these areas of Council business are being well managed should not be relied
on year in year out as both are partly dependent on factors outside Council’s control such as the
weather and the price of recyclables.
It is therefore recommended that Council continue its conservative approach to revenue
forecasting in these two business areas.
