Report on 2017/18 maintenance and upgrade by the Cooroy Memorial Hall Association
1. BACKGROUND
In 1921 the World War One returned soldiers of the Cooroy district and the community resolved to
build a grand hall as a permanent memorial to the fallen servicemen. The design incorporated the
earlier 1911 School of Arts building as an annex wing to the hall. Together they raised the necessary
funds and the hall was opened in 1926 to serve not only as a memorial but as a vital community hub.
The hall fulfilled its roles for many decades with alterations and extensions being undertaken until as
recently as the 1970's.
In recent decades the hall was under the Trusteeship of the Cooroy RSL Board and due to lack of
available funding for necessary maintenance the hall fell into disrepair and was closed in November
2015 following an electrical safety inspection report. These faults were rectified but a subsequent
Structural Engineers Report commissioned by the RSL in April 2016 identified structural issues so the
hall remained closed.
After initial discussions with the RSL the Noosa Shire Council (NSC) commissioned a comprehensive
building condition report from Independent Building Inspections (IBI) which concluded that the
building was generally in satisfactory condition relative to age and was possible to restore.
The IBI report provided estimated $300-$400,000 was required to restore hall for safe use, $800-
$1,000,000 for very good condition and alternatively $165,000 for demolition.
In October 2016 NSC resolved to agree to accept Trusteeship of the hall and enter into a community
consultation process to determine future uses for the hall or alternative uses for the site. In November
2016 Council held a community consultation meeting to discuss hall options. At that meeting, which
was attended by over 100 people, the community voiced its support for preservation of the hall under
NSC Trusteeship.
