4. CONCLUSIONS
The project could have been completed within the original budget of $384,000 if work was restricted
to the original scope. However, as funds were available, the scope of upgrades were expanded as
evidenced by the completed hall and final cost was approximately $460,000; including value of all
donated labour (approx. $113,000), materials and services.
Although there were occasional trials, the Committee and Sub-committees of the CMHA functioned
smoothly and effectively in planning and managing all aspects of the project. It should be noted
however, that the CMHA was particularly fortunate that these committees comprised members with
multi-disciplinary experience ranging across Local Government, management, community liaison,
accounting, legal, building, architecture and engineering.
It was essential to the successful project completion to have the services of a very experienced local
builder who was passionately committed to the project and not a contractor with primarily a pecuniary
interest. Opportunities for extras claims and cost blowouts would be frequent in such a project.
Over-reliance on volunteer labour in such a community project is a potential problem. Even with an
initial high degree of enthusiasm, the attrition in volunteer resources is substantial. The limiting factors
include Workplace Safety requirements for a White Card; the physical nature of the work, especially
in summer; and Monday to Friday work hours effectively limits the bulk of the volunteers to retirees.
(Over the last 2 months the volunteer pool had become only 4/5 regular workers on site, not every day,
and 4 of these contributed 150-200 hours each to the project.
Finally, the funding partnership approach between the Council, Community and the CMHA resulted in
the feeling of ownership of the Hall within the Community and a better value for money than if the
Council had approach the task on its own.
