standards, progress and expenditure. CMHA maintained detailed project cost records for periodic
review and ultimate audit purposes and submitted monthly claims to NSC for reimbursement. The
Registered Builder, HJ Kirk, commenced work on site on 12 July 2017 with a proposed 6 months
works program.
The proposed works included all maintenance work identified in the IBI Report plus upgrading of
toilets, kitchen, entries, disabled access, fire safety and re-painting externally and internally. These
works were to be carried out by the Builder, donated trades work, a team of volunteers and paid
tradesmen, when necessary.
The maintenance works, especially structural, were given priority and following detailed inspection it
became clear that it was desirable to carry out more extensive repairs/ maintenance, including asbestos
material removal, than originally envisaged. This was not unexpected in a building over 90 years old,
the extra works were not major and project funding was being very well supported by the business and
general community donations. At all times the quality of the finished project was prioritized over
expediency or maintaining the works programme.
By the end of 2017, afier about 5 months’ work on site, the major structural repairs and other building
maintenance had been substantially completed plus demolition of the kitchen/toilet areas. When work
re-commenced in January 2018, the focus was upgrades to toilets, kitchen, entries and frontage site
works which resulted in a substantial increase in the rate of expenditure due to purchase of plumbing
items, kitchen appliances and new floor coverings. New electrical wiring throughout was essential
and, as funds were available, extra expenditure was incurred by upgrading all fan ventilation, lighting
and dining annex flooring.
Supply of volunteer labour became an issue in the latter stages of the project and increased reliance on
paid tradesmen was necessary to maintain work efficiency and progress, and in some cases, for work
safety.
Delays arising from wet weather in March caused a postponement of the originally planned March
opening; however, the hall was officially opened in a grand community celebration on Saturday, 21
April 2018.
