SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018

           COUNCIL POLICY - <INSERT POLICY TITLE>

Industrial Waste Container - refers to an ‘approved” wheelie bin or bulk bin for storing industrial
           waste.

Waste Container — refers to a Standard General Waste Container or an Industrial Waste Container
          3. Storage Location For Standard General Waste Containers
All waste containers must be stored on private land until they are temporarily presented at the
collection location for servicing by the collection contractor.
The storage location for Standard General Waste Containers on private land should preferably be at
the rear of the property. However, to facilitate convenient presentation on service day, the storage
location may be on private land at or near the front alignment of a domestic or commercial building
           on the site.

Multi-unit accommodation may have the storage location included in a Development Approval which
may specify a storage enclosure near the front alignment of the property, or another location on the
           land.
          4. Presenting Waste Containers for servicing by Council’s Contractor
           1. Wheelie Bins may be placed on the footpath adjacent the premises on the evening before service
day, but at least by 6am on service day.
           2. Where there is no designated footpath, (such as in rural areas) wheelie bins must be placed on
the road verge in a safe location where the footpath would normally be provided. The placement
of bins should facilitate collection by the waste collection vehicle, but not interfere with the safe
               flow of traffic.
           3. Bins must be placed as close to the street gutter as practical, with the front of the container facing
               the road.
           4. Bins must be spaced at least 50cm apart to allow unrestricted access for the mechanical
collection arm on the collection vehicle.
           5. On sloping sites the bins should be placed on level ground to prevent tipping over and spilling
               waste.
           6. The lids of the bin must be closed to prevent windblown litter and spillage of waste during the
lifting cycle, when being emptied into the collection vehicle.
           7. Where the Councils waste collection contractor has agreed to collect wheelie bins from multi
residential, commercial or industrial premises, waste containers may be placed in an approved
accessible location on the private property.
          5. Standard General Commercial and Industrial Waste Containers (Bulk Bins)
           1. Bulk waste containers must be stored and serviced on private property, where possible.
           2. The collection vehicle must enter and leave the property in a forward direction (not reversing) if
possible to avoid reversing onto a footpath with resulting risk to the public.
           3. Where on site servicing is not possible, the waste container must be fitted with wheels and rolled
onto the footpath or edge of the carriageway from the private property for servicing no earlier
than the evening before service day, but before 6am on service day.
           4. The bulk waste container must be removed to private property immediately after servicing.
          6. Special Requirements for Commercial Shopping Areas
           1. Waste Containers must not be placed on the footpath in the evenings in close proximity to
outdoor dining areas as they will create an objectionable odour to customers.
           2. Where waste containers are serviced early in the morning before commercial trading
commences they must be relocated to private property by the time shops are first opened. This
