SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018

The tenders were then evaluated using the following criteria:
 Price
 Capability and Experience
 Methodology
 Quality
 Health & Safety
 Environment & Sustainability
 Contribution to Local Economy
The evaluation methodology considered a price component of 45% of the score, and non-price
elements of 55% of the score.
Mulch Management (Aust) Pty Ltd demonstrated the capability, experience and resources to
deliver on Council’s contract requirements for processing timber and green waste. They also
demonstrated that they have the capability to satisfy Council’s requirements in the areas of
workplace health and safety, environmental performance and quality assurance.
No company provided evidence of being based in the Noosa Shire.
Pricing was assessed by applying the tendered unit rates to the average volume (m3) of timber
and green waste that would be required to be processed and windrowed in a year.
In the overall price and non-price evaluation, Mulch Management (Aust) Pty Ltd demonstrated
the best value for money, and therefore is recommended as the tenderer considered the most
advantageous to Council for 1718T112 Timber and Green Waste Processing.
Finance
As this is a schedule of rates contract, the total price is dependent upon the quantity of green and
timber waste material generated by Council per year. This quantity will be dependent on weather
and could significantly escalate in the event of a storm event. Applying the tendered schedule of
rates to the average quantity per year gives an anticipated annual cost of $271,000 for 2018/19.
The proposed 2018/2019 financial year Waste Section operational budget for timber and green
waste processing is $321,450.
Risks & Opportunities
The risks associated with the delivery of this contract are low, based on Mulch Management’s
capability and experience. Mulch Management are also Noosa Council’s current green waste
processing contractor and they have provided a high level of service during this contract period.
