SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018
The report identified a number of key areas that required repair including termite damage in a
number of parts of the building, rafters requiring repair, drainage problems, rectification work to
some of the bearers and a considerable amount of asbestos in the building.
It concluded that the building while not safe to use at that time was generally in a satisfactory
condition for its age and was possible to restore.
The report estimated the cost for Council to undertake the necessary maintenance works to
simply reopen the Hall, at between $300,000 to $400,000 and up to $1million to bring it up to a
high standard of repair.
Council Trusteeship
Council agreed to accept trusteeship for the Cooroy Memorial Hall (Lot 1 on Crown Plan C56038)
at its Ordinary Meeting of the 20 October 2016.
Council convened a public meeting to discuss the future of the Cooroy Memorial Hall on
Saturday 26 November 2016.
Over 120 community members attended this meeting and there was lively discussion on a
number of issues including:
future-uses for the Hall
the local community’s ability to contribute to the repair, maintenance and management of
the Hall
the possibility of replacing the Hall with a memorial or recreational park
The clear message from those members of the community attending the meeting was that the
community wanted the Hall retained as a memorial building, and that potential future uses for the
Hall included community events and exhibitions, dance classes, weddings and possibly even
markets. There was also a stated energy and enthusiasm from the community to contribute to the
renovation of the Hall.
On 13 December 2017, the Department of Natural Resources and Mines transferred the DOGIT
for Lot 1 on Crown Plan C56038 to Council (Tile No 158775214, Dealing No 717710498).
Establishment of the Cooroy Memorial Hall Association
Approximately 50 members of the Cooroy community met on 4 January 2017 at the Cooroy
library and agreed to form the Cooroy Memorial Hall Association (CMHA). The CHMA’s
application for incorporation was approved on the 24 January 2017, by the Office of Fair Trading.
Development of a proposed maintenance and upgrade schedule of works
Following the establishment of the CHMA a number of meetings took place between Council
Officers and the CMHA building sub-committee to discuss developing a partnership to repair and
restore the building.
These discussions resulted in three key agreements. These were:
the repairs recommended in the Independent Building Services (IBS) would need to be
completed prior to the Memorial Hall being reopened,
CHMA would manage the renovation works, and
Council and the local community should contribute to the renovations.
