1 INTRODUCTION
The following Arborist Report has been prepared by Litoria Consulting on behalf of Calile
Malouf Investments for land described as 14 Serenity Close, Noosa Heads Qld (Lots 10 and
11 on SP195871) (the subject land).
The Arborist Report has been prepared as part of an application to change an existing
approval (Council Application Ref.: 132008.176.03, dated 9 February 2017).
The objectives of the Arborist Report are to:
1. Identify significant and/or protected vegetation / trees,
2. Assess vegetation condition / health, habitat features and/or other special
features,
3. Determine tree protection zones (TPZ) and structural root zones (SRZ) for
vegetation in accordance with Australian Standard AS 4970-2009 Protection of
trees on development sites (AS 4970-2009) (Standards Australia 2009),
4. Evaluate opportunities, including alternative engineering designs, for retention (or
removal) based on the Australian Standard AS 4970-2009 Protection of trees on
development sites, and,
5. Identify methods to avoid, mitigate and manage aspects of development to
ensure:
a. Retention of significant trees,
b. Compliance with relevant planning requirements.
The management measures outlined in the report are to be implemented by the developer
and their contractors at all times whilst site works are occurring within the curtilage of the
retained trees. Compliance with the requirements is to be administered by a Project
Arborist (AQF Level 5) with experience in construction supervision.
The report is divided into the following sections:
● Previously approved development,
● Proposed development,
● Methods,
● Results,
● Vegetation management, and
● Appendices.

2 APPROVED DEVELOPMENT
The approved development is a Resort Development comprising Multiple Dwelling (109
Dwelling Units) and Accommodation Building (90 Accommodation Units) and Ancillary
Facilities (Council Application Ref.: 132008.176.03, dated 9 February 2017).
The Noosa Council decision notice included the following conditions relating to vegetation
management:
Vegetation
1. Existing trees on the site and within road reserves are to be retained except where
required to be removed due to building operations, requirements of the approved
Settler’s Cove Management Plans or the conduct of the approved use.
2. The Koala and Glossy Black Cockatoo habitat trees identified for retention on plan L-
SD-1.01 (Rev. A) dated August 2009 by DBI Design Pty Ltd shall be retained.
3. The existing Koala and Glossy Black Cockatoo habitat trees and any other trees
within setback and open space areas to be retained must be protected. As building
works are likely to impact the trees’ root zones, a qualified Arborist (having a
minimum Diploma of Arboriculture or ISA certification and a minimum of three years’
field experience) must be contracted to prepare a Tree Management and Protection
plan and shall:
a. oversee installation of a hard temporary protection zone prior to
commencement of works with ‘no go’ signage in accordance with AS 4970-
2009. All site workers must be inducted in relation to the tree protection;
b. supervise any works within the temporary protection zone;
c. undertake hazard reduction and formative pruning as necessary; &
d. provide certification that the trees were protected in accordance with the
Arborist’s recommendations.
The Tree Management and Protection Plan Shall be presented prior to or at the pre-
start meeting for the site.
The Arborist shall monitor the health and structural integrity of the trees to be
retained at least monthly during the construction period and quarterly for 12 months
after construction is completed. The developer shall rectify any decline in the health
or structural integrity of the trees, in accordance with the Arborist’s
recommendations.
4. Cleared vegetation is to be suitably processed by one of the following methods and
removed from the site:-
a. Re-use for building materials.
3 | 25
Page 6

b. Processing through a woodchipper or shredder. The resulting mulch is to be
stockpiled loose in heaps of less than 1000 cubic metres, less than 2.5 metres
high with a minimum of 10 metres between edges of heaps.
c. Disposal for firewood.
d. Disposal for landscaping purposes.
e. Transport to alternative site for breaking down materials provided that all
necessary permits have been obtained to allow the alternate site to be used for
this purpose.
The disposal method for clearing works is to be submitted in conjunction with an
application for a Development Permit for Operational Work. The Applicant is
advised that other methods may be considered provided full details of the method
are submitted.
The Applicant is advised that burning off is an unacceptable method of disposal.
A copy of the approved ‘vegetation management plan’ referred to in condition 16 is shown
in Figure 2 and attached as Appendix 1.

The approved ‘vegetation management plan’ indicates the following trees are to be
retained:
● 1 main koala tree,
● 4 (other) koala trees,
● 12 Allocasuarina spp. trees.
The approved plans indicate 17 trees to be retained and 149 trees to be removed,
including 123 Allocasuarina spp. and 26 koala trees.
Neither the approved plans nor the development permit contain a schedule which
identifies the specific species of trees to be retained; however, they are generally
indicated on the scaled plans.
Although the term ‘koala tree’ is not defined in the approved plans or decision notice, we
understand that the term has the same meaning as koala habitat tree in the Nature
Conservation (Koala) Conservation Plan 2017 (Qld):
(a) a tree of the Corymbia, Melaleuca, Lophostemon or Eucalyptus genera that is
edible by koalas; or
(b) a tree of a type typically used by koalas for shelter, including, for example, a
tree of the Angophora genus.

The Arborist Report, including a Vegetation Management Plan (Appendix 2), has been
prepared as part of the change application.
The proposed changes to the original approval, including the approved ‘vegetation
management plan’ (Appendix 1), have been informed by the requirements of the original
approval.
Given the time which has elapsed since the approved ‘vegetation management plan’
(Appendix 1) was prepared (2009), a new tree survey was undertaken. As the proposed
development is for a change to an existing approval, tree survey was limited to areas
currently zoned Environmental Management and Conservation, together with areas
outside of the building footprint indicated by the approved plans. The purpose of the new
tree survey was to:
1. Audit the precise location and species of the 17 trees indicated to be retained on
the approved ‘vegetation management plan’,
2. Inform the design of the proposed development to avoid or minimise impacts on:
a. the 17 trees to be retained indicated on the approved ‘vegetation management
plan’,
b. trees within the Environmental Management and Conservation zone, and,
c. other trees within the site which were not otherwise within the building
footprint including koala habitat trees and Allocasuarina spp. trees for Glossy
Black Cockatoo.
The following sections of the Arborist Report described survey methods and results.

4 METHODS
Tree survey and arboricultural assessment was undertaken on 23 May 2022, with
supplementary audits undertaken on 2 June 2022, 8 June 2022 and 29 June 2022. The
assessment was carried out by a tertiary-qualified botanist (AQF Level 8) and tertiary
qualified arborist (AQF Level 5) with more than 5 years’ vegetation management
experience.
The survey was limited to areas currently zoned Environmental Management and
Conservation, together with areas outside of the building footprint indicated by the
approved plans. The survey included trees or shrubs with a diameter at breast height of
greater than 100mm.
For each of the surveyed trees the following attributes were recorded:
● Species,
● Tree dimensions (height, canopy spread and diameter at breast height (DBH)),
● Canopy structure and form, disease and any other significant features,
● Trunk condition and form,
● Roots and root collar condition and form,
● Overall assessment of tree condition, vigour and Sustainable Retention Index Value
(SRIV),
● Visual tree risk assessment (Dunster et al. 2013),
● Assessment of habitat features including hollows and scratch marks, nests, etc., and,
● Calculation of TPZ and SRZ in accordance with Australian Standard 4970-2009
Protection of trees on development sites (AS 4970-2009).
The condition / health of the trees was assessed through a qualitative assessment of their
vigour and condition based on methods described in A visual method of objectively rating
the viability of urban trees for development sites and management, based on general tree
and landscape assessment criteria (Institute of Australian Consulting Arboriculturists
2010). Tree vigour represents the ability of a tree to sustain its life processes,
characterised by an assessment of crown cover, crown density (including potential
accelerated growth due to seemingly beneficial changes to its growing environment),
resistance to predation, evidence of dormancy (deciduous trees). Tree vigour was thus
categorised as normal, high, low or dormant. Tree condition represents a tree’s crown
form and growth habitat, as modified by its environment (aspect, suppression by other
trees, soils, previous pruning), the stability and viability of the root plate, trunk and
structural branches, including defects such as wounds, cavities or hollows, crooked trunk
or weak trunk / branch junctions and the effects of predation by pests and diseases. Tree
condition was categorised as good, fair, poor or dead. In general, trees assessed as being
of low vigour and/or poor condition are generally marked as ‘removed’ as any remedial
work or improvement to the growing environment of such trees is unlikely to render them
viable in the long term.
8 | 25
Page 11
Arborist Report
14 Serenity Close, Noosa Heads
The assessment included visual assessment of tree hazard and risk in accordance with the
International Society of Arboriculture’s (ISA) Tree Risk Assessment Manual (Dunster et al.
2013). Physical methods and/or exploratory techniques were not used in undertaking the
assessment. Arboricultural data recorded as part of the assessment included:
● Identification of risk targets,
● Tree dimensions,
● Site conditions,
● Overall condition and vigour,
● Canopy structure and form, disease and any other significant features,
● Trunk condition and form,
● Roots and root collar condition and form, and,
● Habitat features.
For each combination of tree hazard and risk target, risk categorisation was carried out in
accordance with the Tree Risk Assessment Manual (Dunster et al. 2013).
The TPZ and SRZ of the trees was calculated in accordance with Australian Standard AS
4970-2009 Protection of trees on development sites (Standards Australia 2009). The TPZ
is the principal means of protecting trees on development sites and is a combination of
the root area and crown area requiring protection (Standards Australia 2009).
Whilst it is possible to encroach into or make variations to the nominal TPZ for excavation,
fill or trenching, disturbances should generally be restricted to less than 10% of the TPZ
area (Standards Australia 2009). Such encroachments are considered minor. Where more
substantial encroachments are proposed or where proposed encroachment includes areas
within the SRZ, root investigations may be required (Standards Australia 2009). Where
encroachments are proposed, the area lost to encroachment should be offset with
additional area elsewhere contiguous with the TPZ. Assessment of the potential impacts
of encroachment could require an assessment of potential mitigating or site-specific
factors including inter alia (Standards Australia 2009):
● Physical location of roots,
● Tree species and tolerance to root disturbance,
● Age, size and vigor of tree,
● Lean and stability of tree,
● Soil characteristics,
● Drainage characteristics,
● The presence of existing or past structures or obstacles affecting root development,
and,
● Building or infrastructure design methods (e.g. pier and beam, suspended slabs,
cantilevered building sections, screw piles and tunnel-boring of pipes can be used to
reduce the impacts of any encroachment).
‘Encroachment’ of a structure within the TPZ of greater than 10% is not equivalent to
‘impact’, particularly where site, tree or development characteristics are considered. For
example, a timber deck may result in major encroachment, however, is constructed using
methods which avoid disturbance of existing ground levels and structural roots (e.g. low-

Arborist Report

pressure vacuum excavation, pier and beam, cantilevering or screw piles) and allow for
natural air circulation and rainfall to the existing ground surface (e.g. uncovered and
spaced timber decks). In these circumstances, the design measures avoid or mitigate the
impact of the encroachment to acceptable or tolerable levels.
Assessment of development impacts on the trees were carried out in accordance with AS
4970-2009 (Standards Australia 2009). Impacts on the tree were assessed via the
preparation of scaled GIS drawings which overlaid the surveyed location of the tree and
its associated TPZ and SRZ with the proposed extent of development works.

5 RESULTS
The following sections describe the results in terms of the:
i. Arboricultural assessment,
ii. Audit of the ‘approved vegetation management’ plan, and,
iii. Evaluation and assessment of tree retention.
5.1 ARBORICULTURAL ASSESSMENT
Existing trees on site were surveyed, identified and assessed according to methods
outlined in the Section 4.
A total of 242 trees were individually surveyed as part of the survey and assessment. Of
these:
● 237 were native trees, endemic to southeast Queensland,
● Two (2) were exotic or non-endemic species, and,
● Three (3) were dead or unidentified.
Results of the assessment of vigour (Institute of Australian Consulting Arboriculturists
2010) indicated that, of the 242 trees surveyed:
● Three (3) trees were assessed as having high vigour,
● 209 were assessed as having normal vigour,
● 28 trees were assessed as having low vigour, and,
● Two (2) trees were dead.
Results of the assessment of condition of individual trees (Institute of Australian
Consulting Arboriculturists 2010) indicated that, of the 242 trees surveyed:
● 176 trees were assessed as being in good condition,
● 16 were assessed as being in fair condition, and,
● 48 trees were assessed as being in poor condition, and,
● Two (2) trees were dead.
The location of trees and the results of the assessment are shown in the Vegetation
Management Plan (Litoria Consulting, Issue A, 7/10/2022) (Appendix 1).

5.2 APPROVED ‘VEGETATION MANAGEMENT PLAN’ AUDIT
The results of the tree survey and arboricultural assessment indicated several differences
between the approved ‘vegetation management plan’ and current location and status of
the 17 trees:
● Five (5) trees shown on the approved ‘vegetation management plan’ were shown in
the wrong location. Trees 8, 15, 79, 101 and 235 were located ≥ 1m from the tree
survey points taken in 2022. Habitat trees that were present on site in 2022 were
recorded via GPS with 7cm accuracy.
● Eight (8) Glossy Black Cockatoo habitat trees shown on the approved ‘vegetation
management plan’ were not present on site during the 2022 tree survey.
● Two (2) Glossy Black Cockatoo trees (Trees 57 and 60) and one (1) Koala tree (Tree
221) were assessed as being in poor condition. Tree 57 was described as heavily
leaning with a split trunk (Figure 4) and Tree 60 was described as leaning with a
vine in the canopy (Figure 5). Despite their poor condition, these trees must be
retained as part of the existing development approval over the land.
5.3 EVALUATION AND ASSESSMENT
Results of the assessment of tree retention opportunities indicated that trees were
nominated for removal where:
● the vegetation was exotic or a pest species and located where it could ‘escape’ to
adjacent natural areas,
● tree condition was such that long term survival could not be guaranteed i.e. trees in
poor condition and the tree did not provide significant habitat value e.g. contained
hollows for arboreal mammals, reptiles or birds,
● impacts exceeded tolerable levels ex post evaluation of design and construction
measures; and,
● necessary for the construction / installation of services.
Due to the location of proposed development on the northernmost part of the land,
opportunities to retain significant vegetation were predominantly around the eastern and
southern perimeter of the building footprint, particularly within areas of the land zoned
Environmental Management and Conservation. The retention of trees around the eastern
and southern perimeter of the building footprint:
● reduces the potential visual impact of the proposed development,
● provides a landscape buffer between development and the Weyba Creek Bushland
Reserve North, and
● increases amenity both within and external to the site.
12 | 25
Page 15
Arborist Report
14 Serenity Close, Noosa Heads
The design of the overall development footprint was modified to avoid and minimise
impacts to adjacent trees. Examples of design changes by the project engineers and
architects include:
● Articulation of built form and structure to enable tree retention,
● Retention of trees in courtyards and landscape areas,
● Reduction of earthworks batters associated with basement excavation (Refer to
VMP03a and VMP03b),
● Use of sheet piling to avoid encroachment from batters associated with basement or
footing excavation (Refer to VMP03a and VMP03b),
● Use of a suspended slab and elevated driveway construction from Serenity Close /
Banksia Ave (Refer to VMP03a and VMP03b).
Spatial analysis and evaluation and assessment in accordance with AS 4970-2009
Protection of trees on development sites suggested that at least 69 of the surveyed trees
would need to be removed as part of the proposed changes to the development
including:
● 67 native trees, and
● 2 exotic or non-endemic trees.
Trees retained and removed are shown on VMP05a-VMP05b (Appendix 1). Not all trees
proposed for removal are impacted by the development – at least 33 trees in poor
condition have been recommended for removal in accordance with arboricultural best
practice. These trees could be replaced within areas of retained vegetation or landscaped
open space as a condition of any development approval.
Results suggested that up to 173 trees could be retained as part of the proposed changes
to the development, including all 9 of the remaining trees indicated as retained on the
approved ‘vegetation management plan’. Although the approved plans indicated only 17
native trees to be retained; contemporaneous assessment suggest that the proposed
changes to the development could enable the retention of up to 156 additional native
trees including:
● 34 koala habitat trees,
● 47 Allocasuarina spp. trees.
Results of spatial analysis indicated that encroachment within the TPZ of trees to be
retained was either insignificant i.e. less than 10% of the TPZ in accordance with AS 4970-
2009 or, where encroachment exceeded 10% was unlikely to lead to long-term impacts
subject to the adoption of best practice design and management measures which are
described in Section 6.

6 VEGETATION MANAGEMENT
This section of the plan sets outs tree protection measures for retained trees, including:
i. Detailed design,
ii. Pre-construction and clearing management measures,
iii. Demolition,
iv. Construction measures,
v. Compliance measures, and,
vi. Post-construction management measures.
The purpose of the measures is to minimise development impacts on the trees.
Proposed tree retention procedures have been prepared in accordance with Australian
Standard AS 4970-2009 Protection of trees on development sites (Standards Australia
2009) and current best practice.
The nominated measures can be conditioned as part of a permit and implemented as part
of the demolition and construction stages to maintain the long-term viability of the tree.
6.1 DETAILED DESIGN
The design of the overall development footprint was modified to avoid and minimise
impacts to adjacent trees. Notwithstanding, further detailed design is necessary to obtain
future operational works and building approvals. As part of these stages, detailed design
should review and consider:
● Detailed location of ground protection measures.
● Allowance for use of low-pressure vacuum excavation, pier and beam, cantilevering
or screw piles.
● Allowance for natural air circulation and rainfall to the existing ground surface (e.g.,
uncovered and spaced timber decks).
● Sheet piling detail to avoid encroachment from batters associated with basement or
footing excavation (Refer to VMP03a and VMP03b),
● The detailed design of the suspended slab and elevated driveway construction from
Serenity Close / Banksia Ave (Refer to VMP03a and VMP03b).
The abovementioned requirements can be conditioned as part of a development permit.
6.2 PRE-CONSTRUCTION AND CLEARING
Pre-construction and clearing management measures for removal and retention of trees
are indicated on the VMP (Appendix 1). These recommendations can be conditioned by
14 | 25
Page 17
Arborist Report
14 Serenity Close, Noosa Heads
Council as part of any development permit and can be addressed at the detailed design
stage.
All measures outlined in the VMP are to be implemented by the developer and their
contractors at all times whilst any site works are occurring within the curtilage of the
retained trees. Compliance with the requirements is to be administered by a Project
Arborist (AQF Level 5) with experience in construction supervision.
6.3 DEMOLITION
The following measures are to be implemented during demolition of any existing
dwellings, roadways and other structures on site to be removed, including the existing
sales office:
● Prestart meeting to occur with Project Arborist, site supervisor and demolition
contractor.
● TPZ fence to be installed in accordance with VMP drawings (Appendix 1) and in
consultation with Project Arborist.
● All works adjacent or within the TPZ to be supervised by Project Arborist.
● All demolition within TPZ to be undertaken with minimal use of heavy machinery.
Handheld machinery, such as jackhammer, to be used where it is practical to do so.
● Any stockpiles of debris are to be stored outside of the TPZ.
● Where recommended by the Project Arborist, carry out remedial works to trees as
follows:
Decompaction or aeration of the TPZ e.g. via vertical mulching or air spade.
Any mechanical aeration of the topsoil layer should be undertaken by a suitability
qualified professional and supervised by the Project Arborist.
Where required, application of a suitable fertiliser.
Where required, additional topsoil is to be provided in accordance with AS
4419:2018 Soils for landscaping and garden use to maintain existing ground levels.
Apply 100mm native forest mulch within fenced TPZ area to 100m settled depth.
6.4 CONSTRUCTION
Construction management is a necessary and critical part of protection of trees on
development sites. The following sections of the Arborist Report identify:
1. General construction requirements for all trees.
2. Specific requirements for individual trees.
6.4.1 GENERAL REQUIREMENTS FOR ALL TREES
Construction management measures for retained trees are indicated on the VMP drawings
(Appendix 1) and include:
15 | 25
Page 18

6.4.2 SPECIFIC REQUIREMENTS FOR INDIVIDUAL TREES
Tree No. Species Encroachment Management recommendations
43 Acacia Rapid infiltration • Tree in good condition.
disparrima basin & earthworks • Encroachment not considered significant due to the
(16%) area of contiguous TPZ available to the south of the
tree where the tree can develop additional roots.
• Install ground protection measures during construction
in consultation with Project Arborist.
57, 60 Allocasuarina Building footprint • Both trees are required to be retained in accordance
littoralis including with the original development approval.
construction • Condition of both trees is poor. Tree 57 has a leaning
scaffolding (16%, trunk with a large split at 1 metre high (Figures 3 and
4). Tree 60 has significant lean and the canopy of the
15%)
tree contains an infestation of native Monkey Rope
Vine (Figure 5). Large split in the trunk of tree 57 and
the leaning trunk and Monkey Rope Vine infestation
within tree 60 comprise a significant defect that may
cause the trees to fail in a high wind loading event. In
addition, the species of trees 57 and 60 have relatively
short lifespans and both trees are likely coming to the
end of their natural life. For these reasons, the trees
may not have long term survival prospects despite the
development design changes that have been made.
• Encroachment minimised. Area of contiguous TPZ
available to the south of the tree where the tree can
develop additional roots.
• Install scaffolding and ground, trunk and branch
protection measures around the tree is to be in
accordance with AS 4970-2009 Protection of trees on
development sites in consultation with Project Arborist
(Refer to VMP).
235 Corymbia Driveway (24%) • Mature specimen in good condition.
intermedia • Required to be retained as part of the original
development approval.
• Driveway that encroaches within the northern
perimeter of TPZ by up to 24%.
• Impacts to tree from encroachment proposed to be
avoided by suspended slab design (rather than a slab
on ground design). Suspended slab design avoids
impacts within TPZ by eliminating compacted fill.
Resulting impact < 10% TPZ area.
• Piers or footings for suspended slab are to be
excavated via vacuum excavation to avoid damage to
the root system. Works to be supervised by Project
Arborist.
4, 35, 37, Various Proximity of edge • Encroachment minimised.
39, 43, 45, of building • Area of contiguous TPZ available where the trees can
47, 57, 58, footprint / develop additional roots.
63, 114, 118, • Install scaffolding and ground, trunk and branch
earthworks (<10%)
protection measures around the tree in accordance

6.5 COMPLIANCE
Compliance with the VMP will be achieved through self-administered monitoring of the
Plan and any conditions imposed by Council as part of a development permit / decision
notice.
Prior to the commencement of works and throughout the period in which vegetation
clearing or removal occurs, all personnel entering the site must familiarise themselves with
the VMP and acknowledge their responsibility to comply with the Plan’s requirements.
At the completion of clearing works, the Project Arborist shall submit to Council evidence
of compliance with the VMP and any other conditions of approval. The latter can be
conditioned by Council as part of a development permit.
6.6 POST-CONSTRUCTION MANAGEMENT
At the conclusion of works, the Project Arborist will inspect the subject trees and
recommend any pruning and tree surgery works to maintain health and stability of the
tree and reduce potential hazards for future users of the site in accordance with AS 4373 –
Pruning of amenity trees.
Changes in local abiotic and biotic factors can give rise to changes in hazard and risk at
any time. Tree condition and hazard should be reviewed at least annually to ensure that
risk is adequately managed. Additional risk assessment should be carried out immediately
following significant weather events (e.g. storms) as required.
Where hazards are identified, any future pruning works should, inter alia:
• Obtain necessary permits to carry out the works,
• Be undertaken by a suitably qualified and experienced arborist (AQF Level 5 of
equivalent),
• Carried out in accordance with Australian Standard 4373-2007 Pruning of amenity
trees, and,
• Be supervised by a licensed Wildlife Spotter Catcher.
